cost of the lateral by the number of benefitting lots.) <br /> <br />Mr. Schnelle replied that his opinion was that REC's is the best way to go, <br />but when the ordinance was being compiled it was thought best to include an <br />alternate method. <br /> <br />Mr. Berg stated that the majority would be assessed on a REC basis, but there <br />will be some instances where the City will want to assess on a front footage <br />basis. <br /> <br />Discussion ensued regarding REC and front footage assessment in existing and <br />newly developed areas. <br /> <br />Mr. Arthur Dunn referred to Page 8, first sentence - what is meant by net <br />area benefited? <br /> <br />Mr. Berg stated that a property owner will not be assessed until that trunk <br />becomes available to the property owner. <br /> <br />Mr. Raatikka also commented that REC's will be assessed according to area <br />being serviced, you will not be assessed until it becomes available to you. <br /> <br />Question #14: Refer to Page 9 - Storm Drainage Mainline - Show us the <br /> formula which these words speak to and give an example in numbers. <br /> <br />Mr. Raatikka replied that mainline refers to the trunk facility. There is <br />a resolution that the City has to adopt establishing storm sewer rates <br /> <br />Mr. Lichter stated that he is in favor of rational equation, not in rate of <br />flow from property. <br /> <br />Mr. Schnelle stated that there is really no good way to control it. <br /> <br />Mr. Berg noted that the City is dealing with too much undeveloped property. <br /> <br />Mayor Gamec opened the meeting up to questions from the audience. <br /> <br />Brenda Bauerkemper - 162nd Lane NW - requested clarification of "Value of <br />Benefits Received" <br /> <br />Mr. Dunn noted it would be for potential units. <br /> <br />Some discussion ensued regarding potential units and subdivision. <br /> <br />Mr. Renner - 144th Avenue NW - Requested time period of payment for existing <br />subdivision. <br /> <br />Mr. Goodrich replied that Council agreed assessment period would be "for a <br />period as determined by City Council." Maximum would be 20 years. <br /> <br />Lyle McLaughlin- Developers are finding it difficult to amortize for 5 years <br />in a large subdivision and so do the individual residents.
