March 21, 1983 <br /> <br />Ramsey City Council <br />Ramsey, Minnesota <br /> <br />Re: Anoka County's Proposed Landfill Site "P" <br /> <br />Dear Counctlmembers: <br /> <br />As Ramsey's representative on the Metropolitan Council's Extended Advisory <br />Committee on Mitigation and Compensation for landfill host communities, I would <br />like to advise you of the following information: <br /> <br />· Site "P" is the only proposed landfill site in the State which is located <br />entirely within a city's industrial/commercial zone. All other proposed <br />sites are located on agricultural land. The significance of this is that <br />Ramsey is unique and, therefore, State legislation will not be able to <br />entirely compensate Ramsey for the tax base loss. Agricultural land would <br />gain in the tax base with a landfill, but industrial/commerictal land, as <br />is Site "P", loses valuation with a landfill site. <br /> <br />If the State adopts mitigation and compensation measures which totally <br />compensate Ramsey for its lost tax base, etc., the need for Site "P" will <br />be limited since the cost of dumping in Site "P" will make it competitively <br />undesirable to commercial waste haulers. <br /> <br />Site "P" may not be necessary because of the work presently being done on <br />the abatement process which, if successful, will limit the need for solid <br />waste dumping. <br /> <br />Site "P", if it becomes a reality~ will not only cost the City of Ramsey <br />tax dollars but it will cost all the other tax districts in Ramsey tax <br />dollars as well. For example, the existing landfill in Ramsey pays $9,000 <br />in property taxes annually. This $9,000 is distributed as follows: <br /> <br />City of Ramsey <br />County of Anoka <br />Anoka Hennepin Independent School District'# 11 <br />Other' <br /> <br />16.00% $1,182. <br />29.00% 2',614. <br />52.00% 4,687. <br />· 01% 97. <br /> <br />The point to be made here is that the potential loss of tax dollars will <br />affect not only Ramsey but it will affect the other taxing districts to an <br />even greater extent. <br /> <br /> <br />
