March 21, 1983 Ramsey City Council Ramsey, Minnesota Re: Anoka County's Proposed Landfill Site "P" Dear Counctlmembers: As Ramsey's representative on the Metropolitan Council's Extended Advisory Committee on Mitigation and Compensation for landfill host communities, I would like to advise you of the following information: · Site "P" is the only proposed landfill site in the State which is located entirely within a city's industrial/commercial zone. All other proposed sites are located on agricultural land. The significance of this is that Ramsey is unique and, therefore, State legislation will not be able to entirely compensate Ramsey for the tax base loss. Agricultural land would gain in the tax base with a landfill, but industrial/commerictal land, as is Site "P", loses valuation with a landfill site. If the State adopts mitigation and compensation measures which totally compensate Ramsey for its lost tax base, etc., the need for Site "P" will be limited since the cost of dumping in Site "P" will make it competitively undesirable to commercial waste haulers. Site "P" may not be necessary because of the work presently being done on the abatement process which, if successful, will limit the need for solid waste dumping. Site "P", if it becomes a reality~ will not only cost the City of Ramsey tax dollars but it will cost all the other tax districts in Ramsey tax dollars as well. For example, the existing landfill in Ramsey pays $9,000 in property taxes annually. This $9,000 is distributed as follows: City of Ramsey County of Anoka Anoka Hennepin Independent School District'# 11 Other' 16.00% $1,182. 29.00% 2',614. 52.00% 4,687. · 01% 97. The point to be made here is that the potential loss of tax dollars will affect not only Ramsey but it will affect the other taxing districts to an even greater extent.
