#83-20 aloud to Council and audience present. <br /> <br />Natalie Haas - The action that was taken (Resolution #83-17) by Ramsey City <br />Council on March 21, 1983, did not leave the County enough time to do anything <br />with it and with regards to the remainder of the County Board Commissioners, <br />only one other person has sat on the Board since landfill sites were discussed. <br />As the discussion progressed at the County meeting today, it was obvious <br />that nobody was in favor of searching out another landfill site but we did <br />try to get a motion through to delete Site P and it died for a lack of second. <br />What I was trying to do was #1: Not let the motion die and #2: Get the <br />issue back to Ramsey for some kind of comment in order to get something that <br />we both can live with. I think we can convice the County Board to argue <br />the point of abatement with Metro Council and that abatement is going to <br />take top priority in the State. <br /> <br />Mr. Goodrich - State law mandates that if you have an 80 acre site, it requires <br />an 80 acre buffer - and the buffer does not have to be equal on all sides. <br />The alternative to Site "P" would have the City at least 50 acres of fill <br />area. <br /> <br />Arnold Cox - County is not interested in walking away from Site "P" at all. <br />Anything Council does tonight is going to minimize the problem. <br /> <br />Natalie Haas - If there is a positive action from Ramsey tonight, the County <br />Attorney will start proceedings to change the boundaries of Site "P" and he <br />assured me that it does have a good chance. <br /> <br />Arnold Cox - Council has to understand that there is a time frame problem <br />and if you want to reduce the size of Site "P",-~it cannot be delayed. <br />Suggest that Natalie Haas request County staff to contact Metro Council and <br />notify them that there is a forthcoming change regarding Site "P" coming <br />from the County. <br /> <br />City Attorney Goodrich noted, after some figuring, that the City would be <br />eliminating 46 acres of actual fill area and a similar amount of buffer <br />area. <br /> <br />Councilmember Van Wagner thanked County Commissioner Haas for all she has <br />tried to do for Ramsey in such a short amount of time (5:00 p.m., March <br />21, 19830 <br /> <br />Mr. Schnelle noted that there are no other cities in the metro area with <br />a landfill located in an urban area. He also noted that Ramsey has <br />completed it's impact study, met with all the necessary groups and we <br />don't see where there would be a problem taking it back to the County <br />and they can see that Site "P" is a mistake. <br /> <br />Councilmember Van Wagner suggested that a portion of the north 80 acres <br />be considered buffer area for Site "P". <br /> <br />Motion by Councilmember Van Wagner and seconded by Councilmember Sorteberg <br />to adopt P~solution #83-20 to continue to request the deletion of Site "P" <br />from Anoka County's landfill inventory and to submit an alternative to Site <br />"P". (Please refer to resolution file for Resolution 983-20). <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Schlueter, Reimann <br />Sorteberg and Van Wagner.
