Natalie Haas - The action that was taken (Resolution #83-17) by Ramsey City Council on March 21, 1983, did not leave the County enough time to do anything with it and with regards to the remainder of the County Board Commissioners, only one other person has sat on the Board since landfill sites were discussed. As the discussion progressed at the County meeting today, it was obvious that nobody was in favor of searching out another landfill site but we did try to get a motion through to delete Site P and it died for a lack of second. What I was trying to do was #1: Not let the motion die and #2: Get the issue back to Ramsey for some kind of comment in order to get something that we both can live with. I think we can convice the County Board to argue the point of abatement with Metro Council and that abatement is going to take top priority in the State. Mr. Goodrich - State law mandates that if you have an 80 acre site, it requires an 80 acre buffer - and the buffer does not have to be equal on all sides. The alternative to Site "P" would have the City at least 50 acres of fill area. Arnold Cox - County is not interested in walking away from Site "P" at all. Anything Council does tonight is going to minimize the problem. Natalie Haas - If there is a positive action from Ramsey tonight, the County Attorney will start proceedings to change the boundaries of Site "P" and he assured me that it does have a good chance. Arnold Cox - Council has to understand that there is a time frame problem and if you want to reduce the size of Site "P",-~it cannot be delayed. Suggest that Natalie Haas request County staff to contact Metro Council and notify them that there is a forthcoming change regarding Site "P" coming from the County. City Attorney Goodrich noted, after some figuring, that the City would be eliminating 46 acres of actual fill area and a similar amount of buffer area. Councilmember Van Wagner thanked County Commissioner Haas for all she has tried to do for Ramsey in such a short amount of time (5:00 p.m., March 21, 19830 Mr. Schnelle noted that there are no other cities in the metro area with a landfill located in an urban area. He also noted that Ramsey has completed it's impact study, met with all the necessary groups and we don't see where there would be a problem taking it back to the County and they can see that Site "P" is a mistake. Councilmember Van Wagner suggested that a portion of the north 80 acres be considered buffer area for Site "P". Motion by Councilmember Van Wagner and seconded by Councilmember Sorteberg to adopt P~solution #83-20 to continue to request the deletion of Site "P" from Anoka County's landfill inventory and to submit an alternative to Site "P". (Please refer to resolution file for Resolution 983-20). Motion carried. Voting Yes: Mayor Gamec, Councilmembers Schlueter, Reimann Sorteberg and Van Wagner. Voting No: None.
