Councilmember Reimann also requested City Staff to request the janitor <br />to remove cob webbs along the air exchange pipes located in the front foyer <br />of Ramsey City Hall. <br /> <br />MAYOR/COUNCIL INPUT <br /> <br />Mayor Gamec noted that Federal Cartridge will be turning over thD deeds for <br />Central Park on April 9, 1983 and that there will be a receptioh following <br />the ceremony. Mayor Gamec stated that he would like a good showing as far <br />as attendance, because it is a nice piece of property that Federal is donating. <br /> <br />Mayor Gamec noted that May is Senior Citizens Month and the Ramsey chapter <br />has invited Council members to attend a noon luncheon from noon until 3:00 p.m. <br />on May 4, 1983 at Ramsey City Hall. Mayor Gamec also suggested that Council <br />present the elected officials of the Ramsey Senior Citizens with a rose, <br />City Banner and a cake. <br /> <br />Mayor Gamec noted that Flag Day is June 14, 1983 and the National Lions Associ- <br />ation has invited Ramsey to a ceremony dealing with the City and the Pledge <br />of Allegiance to the Flag. <br /> <br />Kathy Schneider - Planning and Zoning Commission Member - Regarding P & Z <br />Minutes of March 6, 1983, Page 5, Paragraph 11, improvements regarding <br />public hearing notice distribution -- Inquires if there has been some <br />action taken by City Staff to comply with P&Z request for input. Kathy <br />Schneider requested that if City Staff has no ideas regarding improving <br />public hearing notice distribution, that they please state so, in writing, <br />to the P&Z Commission. <br /> <br />City Attorney Goodrich reported that the State Legislature passed a law <br />that as of March 1, 1983, 3.2 off-sale and on-sale sellers must have dram <br />shop insurance. There is some debate whether they ~are~.'required to ~btain <br />the insurance before their license is due to be renewed. Also, dram shop <br />insurance would not be required if they sell less than $10,000 worth per <br />year, but that is very difficult to determine. If dram shop insurance is <br />not required by the City, the City could stand to be sued. It is an <br />added burden to an individual in business, but we ~have to safeguard the <br />City. <br /> <br />Motion by Councilmember Van Wagner and seconded by Councilmember Reimann to <br />adopt Ordinance 083-2 requiring all off-sale and on-sale beer distributors <br />have proof of financial responsibility (dram insurance) on or before <br />April 1, 1983, if not, license is revoked. (Please refer to ordinance file <br />for Ordinance 083-2). <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann, <br />Schlueter and Van Wagner. Voting No: None. <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember Sorteberg to <br />recognize Flag Day by donating a City Flag to Columbia Arena and Ramsey <br />Elementary School. Further, that a new U.S. Flag be purchased for use <br />in Ramsey City Hall Council Chambers and the current U.S. Flag be utilized <br />in Ramsey City Hall's lower level. <br /> <br />Motion carried.
