Bill Pittman brought up the matter of MSA streets being partially assessed
to residents. Mr. Pittman stated that-he feels MSA residents should receive
a full assessment.

Jan Bernstrom - Nowthen Blvd. - Inquired as to when appeals should be made
to district court.

Mr. Goodrich replied that appeals are made at the time of assessment.

Jan Bernstrom inquired that if a developer owned 100% of frontage in an
area, would he have total power of petition.

Council informed her that she was correct. Mr. Berg also noted that this
type of situation could negate need for p~blic hearing.

Mr. Bernstron stated that their parcel is 7 acres with only 50' of frontage.
Would we be assessed for our own residential use or for the whole 7 acres?
We would not be able to subdivide.

Mr. Goodrich replied that in the Bernstron case, they would probably want
to appeal the assessment.

ADJOURNMENT

Motion by Councilmember Sorteberg and seconded by Councilmember Reimann to
adjourn the special Council meeting.

Motion carried.
