Mr. Dunn inquired as to where the City of Ramsey would have the most lobbying <br />effort -- at the County level or the Metro Council level? <br /> <br />Mr. Goodrich replied that Ramsey wants to have input at every step. This <br />bill would not take any authority away from the Metro Council and give it <br />to the County, but rather it would take authority away from municipalities <br />and give it to the County. <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember Van Wagner to <br />adopt Resolution #83-44 Resolution opposing House File #883 and encouraging <br />continuance of the existing siting committee authority. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann, <br />Van Wagner and Schlueter. Voting No: None. <br /> <br />Case #1: Wo~ksho~ On Utility Ordinance: <br /> <br />Mayor Gamec noted that a general informational meeting for the public regarding <br />utility ordinance is scheduled for April 19, 1983 at Ramsey Elementary School <br />at 7:30 p.m. <br /> <br />Mr. Goodrich stated that Council met on the 21st of March and reviewed the <br />first 10 pages of the proposed utility ordinance. The first 15 pages are <br />proposed sewer assessment policy. The policy is then what proposed to be <br />City guideline if and when it is necessary for properties within the City to <br />be assessed. Beginning at page 16, are various amendments to the subdivision <br />code addressing how and when citizens would receive sewer and water and how <br />does the citizen protect themselves against sewer and water. This policy <br />and amendments to subdivision ordinance will be forwarded to Council for <br />adoption at their regular meeting on April 26, 1983 and it can pass with a <br />3/5 vote. <br /> <br />Mr. Goodrich stated that a good format for their informational meeting <br />scheduled for April 19, 1983, would be to have a bonding agent, Metro Council <br />representative, assessor, economist, Ramsey Coalition representative, developer <br />and City Engineer present to provide their input and answer questions. He <br />also suggested that if any citizens have questions, they should contact <br />City Administrator Schnelle in order that answers can be researched out before <br />the meeting on April 19. <br /> <br />Councilmember Van Wagner suggested that in addition to advertising the April <br />19 meeting in the Anoka County Union, Anoka Shopper and Ramsey Community <br />Sign, flyers be placed in Ramsey businesses. <br /> <br />Mr. Goodrich stated that the utility ordinance does not say that any area <br />will be sewered -- it is just a policy to serve as a guideline if and when <br />sewer and water does occur. We are not discussing costs for an individual <br />parcel or when is it coming or how do you get it. Ail these questions can <br />be discussed on April 19, 1983. <br /> <br />Mr. Goodrich stated that Ramsey is a statutory city--- all of it's authority <br />is granted to it by State legislation. Minnesota Statute Chapter 429 lays <br />out how public improvements will be paid for in a city and the procedures <br />a city must follow and this refers to sewer, water and blacktop streets. <br /> <br />Sp C/March 28, 1983 <br /> Page 5 of 14 <br /> <br /> <br />
