"Need" and either (a) or (b) above. <br /> <br />Mr. Dunn referred to Item VII-2-c on Page 11 of the proposed ordinance and <br />inquired as to any standards for length of time for "interim basis". <br /> <br />Mr. Berg replied that it could be indefinitely, there are no guarantees as <br />to when assessing would take place. <br /> <br />Mayor Gamec inquired about "hook-up" policy referred to on Page 11 of the <br />proposed ordinance. <br /> <br />Mr. Berg replied that the affected resident would not pay any user fee until <br />after the first year and then by written request, they can get a one year <br />extension to hook-up but not to SAC and user charge. <br /> <br />Mayor Gamec noted that there no requirements that a citizen must dispose of <br />their residential well, that private well and municipal water may be used. <br /> <br />Mr. Berg replied that State Plumbing Code mandates that the two cannot be <br />tied together. <br /> <br />John Lichter stated that there is a definite method for appealing assessments <br />and language regarding this should be included on Page 12 of the proposed <br />ordinance. <br /> <br />Mr. Goodrich stated that the procedure for appealing changes often, that <br />specific steps outlined in the ordinance are bound to change and could be <br />misleading to a citizen referring to the ordinance. Mr. Goodrich suggested <br />that language be included in the ordinance advising persons to research <br />the correct procedure for appealing on their own. <br /> <br />Council consensus is to add the subject title "Appeals to District Court" <br />between City Council Action and Capital Improvements Financing on Page 13. <br /> <br />John Lichter, referring to Financing Alternatives on Page 13 of the proposed <br />ordinance, inquired if the City can issue general obligation bonds without <br />a referendum. <br /> <br />Council replied that the City can issue general obligation bonds. <br /> <br />Mr. Goodrich noted that on Page 14 of tke proposed ordinance Item 7b should <br />be changed to read "Collect up to 100% on MSA Projects" and Item <br />Ramseys Financing Policy, the figure 100% should!,be changed to 50%. <br /> <br />Mr. Dunn, referring to sealcoating, stated that costs of sealcoating should <br />be picked up by the City, that sealcoating is a maintenance function and <br />the City should have these funds available because of money saved by not <br />having to grade gravel roads. <br /> <br />Councilmember Reimann stated that these funds are not available, that there <br />are more blacktop streets in Ramsey now and oil costs have risen and the <br />only way the City could pick up the cost would be to raise the mil rate. <br /> <br />Sp C/March 28, 1983 <br /> Page 9 of 14 <br /> <br /> <br />
