Mayor Gamec called the regular Council meeting back to order at 7:57 p.m. <br /> <br />CITIZEN INPUT <br /> <br />Mayor Gamec stated that Mr. Michael Mosby has submitted a petition for street <br />improvements for 152nd East of Ramsey Blvd. to Hematite Street; Hematite Street <br />North of 152nd to 154th; Jaspar Street, North to Ramsey Blvd. and South to <br />151st. <br /> <br />Motion by Mayor Gamec and seconded .by Councilme~bsr Reimann to receive petition <br />for ~treet improvements for 152nd East of Ramsey Blvd. to Hematite Street; <br />Hematite Street North of 152nd to 154th; Jaspar Street North to Ramsey Blvd. and <br />South to 151st. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann, <br />Schlueter and Van Wagner. Voting No: None. <br /> <br />Mr. Schnelle stated that he has received a call regarding burning on the Hanson <br />Tree Farm property. <br /> <br />Mayor Gamec stated that the Hanson Tree Farm could be discussed during Mayor/ <br />Council Input. <br /> <br />City Attorney Goodrich noted that the previous motion was to receive petition. <br /> <br />John Lichter - 14060 Fluorine - Submitted a petition on behalf of 1000 Ramsey <br />residents opposing to the entry of sewer and water in Ramsey. Mr. Lichter then <br />read the petition aloud to Council and audience. He stated the purpose of the <br />petition is to impress upon Council the views of the average Ramsey citizen <br />and to present a point of view not presented by developers and others who have <br />a vested interest in sewer and water entering Ramsey. Stated that the citizens <br />are not against development but do not want it at the expense of the citizens. <br />Basically, Council is playing with $25,000-$30,000 of homeowners equity. If <br />sewer and water are brought into existing residential areas in 10 years, what <br />do I tell my children - that I can't afford to put them through college but <br />the toilets sure flush nice. I appreciate Council's previous statements that <br />no utilities will not be brought into an existing residential area, but how <br />can Council guarantee this? Will Council refuse a developer if he has to go <br />through an existing area? Show us a community where utilties were prevented <br />from coming in where they were not wanted. What about maintenance costs? <br />Utility franchise has been brought up and developers replied that they are not <br />in the utility business, neither are the citizens. Regarding tax comparison <br />article published in the Minneapolis Star and Tribune, Ramsey ranged low and <br />the citizens would like to keep it that way. Maplewood ranked #1 on that <br />comparison and they have Maplewood Mall and the 3M Center; it doesn't appear <br />that commercial/industrial development keeps residential taxes low. Some <br />development is needed but don't tell us it will keep our taxes down. If <br />Ramsey is using careful planning, why are you considering ordering feasiblity <br />studies for two developers on the same night you consider adopting the utility <br />assessment ordinance? A public hearing has not been conducted on the revised <br />utility ordinance. <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember Sorteberg to <br />receive petition opposing to entry of sewer and water in the City of Ramsey. <br /> <br />C/April 26, 1983 <br /> Page 4 of 30 <br /> <br /> <br />
