sewer and water for at least 10 years, it will be for maintaining streets <br />and culverts. <br /> <br />Mr. Lichter referred to CIP budget and an increase therein that he assumes is <br />for the enterprise fund. <br /> <br />Mr. Schnelle replied that the CIP budget is a planning budget; items are <br />projected items and allows the City to see in black and white ~ust how the <br />City would be impacted if the worst of a situation were to happen. I <br />requested Council to create an assessment policy to avoid the worst happening <br />and I am sorry I did so. The City needs that policy in the worst way and it <br />could have been prepared just by City Staff and passed through City Council <br />and that is just how most cities handle the matter. Ramsey City Council ran <br />the policy through a public hearing. <br /> <br />Mayor Gamec stated that Ramsey is not in a force situation like Brooklyn Park, <br />that Ramsey can proceed to develop at a rate which Ramsey chooses to. <br /> <br />Mr. Lichter inquired as to full developer responsibility in terms of water <br />franchise. <br /> <br />Mr. Goodrich stated that City Engineer Raatikka will be present later in the <br />evening and can address Mr. Lichter's question. <br /> <br />Mr. Lichter inquired how commercial/industrial development would lower taxes <br />and where has that been demonstrated? <br /> <br />Mayor Gamec stated that the City budget has tripled and quadrupled in past <br />years and residential taxes have not increased at the same rate. One of <br />the proposed areas for development could generate $112,000 in tax revenue <br />for the City alone. If you review State Auditor's report, you will find that <br />Ramsey operates an efficient, low cost government. <br /> <br />Tom Patchen - 5700 148th Lane NW - It has been stated that Raudio's development <br />could generate so much tax revenue and it has also been stated that residential <br />homes do not generate as much taxes. <br /> <br />Mayor Gamec stated that the property Raudio proposes to develop is zoned <br />commercial and anything other than single family dwellings will generate more <br />taxes. <br /> <br />Roger Buchanan - Kangaroo Street - Accepting developers land as collateral <br />is a dangerous policy, letter of credit is proved worthiness and recommend that <br />Council delete that particular item from the proposed ordinance. Still not <br />clear on the term "need" and shouldn't a second public hearing be conducted <br />considering all the revisions since the first draft was submitted. <br /> <br />Mayor Gamec stated that the purpose of a public hearing is for input and <br />the City has conducted more public hearings than is required. Mr. Buchanan <br />and others have brought up some good points, but don't feel another public <br />hearing is necessary. <br /> <br />Mr. Schnelle stated that the City is required to turn out a 5 year Capitol <br />Improvement Program to show what City intends to do in regards to the <br />Comprehensive Plan and this is a public document for citizens to view and <br />oppose, if they wish. <br /> <br />C/April 26, 1983 <br />Page 6 of 30 <br /> <br /> <br />
