operator and enforced those demands. <br /> <br />Curt Titterud - Inquired where these potentially hazardous materials should be <br />dumped. <br /> <br />Mayor Gamec replied that that is the purpose of a hazardous waste site and <br />such sites are going to have to be provided. <br /> <br />Dick Martin - 154th Lane - Inquired as to Ramsey's status regarding the landfill. <br /> <br />Mayor Gamec replied that Ramsey is currently involved in a lawsuit with the <br />City of Anoka for ownership. Ram~ey wi!~l have a Site P and it would have been <br />much larger but Council did accomplish getting the proposed site cut down in <br />size. The selection commitee still has to decide whether Site P is an <br />appropriate site for a landfill and other counties are currently dumping at <br />the present landfill. <br /> <br />Councilmember Van Wagner mentioned that there is a plan in effect for each <br />county to have it's own landfill. <br /> <br />Councilmember Reimann stated that refuse haulers can dump wherever they feel <br />it is the most economically feasible and convenient to do so. <br /> <br />Mayor Gamec stated that Ramsey is currently working on a plan to extract the <br />methane gas at the existing landfill and pipe it to Waltec, Inc. for use in <br />generating electricity. The general feeling of this Council is that we do <br />not want to own the landfill. The existing landfill is located in and operated <br />by Ramsey and owned by Anoka and technically, the owner is liable. <br /> <br />Tom Patchen - 140th Lane - If Ramsey owned the landfill, we would have control <br />over what is dumped there. What will be allowed to be dumped at Site P. <br /> <br />Mayor Gamec replied that the liability factor should be considered when <br />contemplating ownership. Restrictions for dumping would be the same as the <br />existing landfill, it would be solid waste and no hazardous items. <br /> <br />Ed Mingel - Before we bring in public utilities, we better obtain all infor- <br />mation regarding the superfund and determine who owns the landfill and who <br />is liable for it. <br /> <br />Mayor Gamec replied that even if Ramsey did obtain superfund monies, there <br />would be costs that would have to be picked up by the City. <br /> <br />John Lichter - 14060 Fluorine - How will City guarantee that no public <br />utilities will be brought into existing developed areas? Suggested that <br />a City Charter be adopted and a stipulation of that Charter be that any <br />utilities being brought into an existing area must be approved by a majority <br />vote of the people. <br /> <br />Mayor Gamec replied that the existing policy provides that protection. <br /> <br />John Lichter replied that policies can be changed and at least with a Charter <br />the issue would require a vote. <br /> <br />Mayor Gamec stated that if Flintwood Hills, for instance, was polluted and <br />required public utilities, the rest of the citizens really would not care <br />what is happening in Flintwood and would not even go out to vote on the issue. <br /> <br />Sp C/May 16, 1983 <br /> page 2 ol~ 9 <br /> <br /> <br />
