PROCEEDINGS OF CITY COUNCIL <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />A public hearing regarding Sealcoating Improvement Project #83-8 for <br />Whispering Pines Estates was called to order by'Mayor Gamec at 7:55 p.m. <br />on Tuesday, June 14, 1983 at the Ramsey Municipal Center, 15153 Nowthen <br />Blvd. N.W., Ramsey, Minnesota. <br /> <br />Members Present: Mayor Thomas Gamec <br /> Councilmember Sue Van Wagner <br /> Councilmember Jean Schlueter <br /> Councilmember Gary Reimann <br /> Councilmember A1 Sorteberg <br /> <br />Also Present: City Engineer Raatikka <br /> <br />City Engineer Raatikka made a slide presentation of the proposed project. <br /> <br />Sharon Streeter - 8401 154th Lane - Sealcoating could be an ongoing assessment. <br />Payment is broken down into 3 annual payments and by then sealcoating could <br />be required again. <br /> <br />Councilmember Reimann stated that sealcoating is generally every 5-7 years. <br /> <br />Mrs. Streeter noted that Coon Rapids does not assess sealcoating. <br /> <br />Mayor Gamec replied that Ramsey could have raised taxes enough to cover <br />street maintenance of sealcoating 3 years ago, but there were not enough <br />paved streets in Ramsey to justify doing so and now Ramsey falls under levy <br />limits and increasing taxes that much would require a special referendum. <br />Mayor Gamec noted on the other hand that if sealcoating were paid for by <br />tax dollars it would be continuous expense to the homeowner and with the <br />present procedure the homeowner is only required to pay for his own area <br />every 5-7 years. Either way you pay, through tax dollars or individual <br />assessments. <br /> <br />Citizen in audience noted that taxes are deductible and assessments are not. <br /> <br />Wayne Etter - 15310 Kangaroo - Inquired as to when these streets were <br />blacktopped. <br /> <br />City Engineer Raatikka replied that it has been 5 years. <br /> <br />Wayne Etter - Noted that the streets are locally travelled. <br /> <br />Mayor Gamec stated that blacktop elasticity and oils are enhanced by traffic. <br /> <br />ADJOURNMENT <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember Van Wagner to <br />adjourn the public hearing. <br /> <br />Sp C/June 14, 1983 <br /> Public Hearing <br /> Page 1 of 2 <br /> <br /> <br />
