Mrs. Steinhauser - 6320 163rd Lane NW - Stated that at the public hearing <br />for blacktop the residents were informed that sealcoating is required every <br />8-10 years. <br /> <br />Mayor Gamec replied that was the comment made when blacktopping initiated in <br />Ramsey because he was not familiary with blacktop maintenance. The need <br />for sealcoating cannot be predicted. <br /> <br />Mrs. Steinhauser inquired if the issue could be brought to a vote of the <br />citizens. <br /> <br />Mayor Gamec replied that it could not, that Council was elected to make <br />decisions in the best interest of all. <br /> <br />Mrs. Steinhauser inquired why street maintenance isn't included in tax <br />dollars. <br /> <br />Mayor Gamec replied that taxes would have to be raised tremendously and <br />Ramsey falls under levy limits which would require a special referendum <br />to increase taxes that much. <br /> <br />Ron Hetland inquired as to how close the City estimates are to the actual <br />bids that come in. <br /> <br />Mr. Raatikka stated that the City tends to estimate on the high side of <br />actual figures that come in. <br /> <br />Mayor Gamec stated that if the bids come in more than 25% higher than the <br />City's estimate, the City is required to conduct another public hearing. <br />Mayor Gamec stated that this Council would consider reconducting a public <br />hearing if the bids came in even 15% higher than the City's estimate. <br /> <br />ADJOURNMENT <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember Schlueter to <br />adjourn the public hearing. <br /> <br />Motion carried.
