Block 1, <br /> Voltin's Oak Hill Estates: Case Of Mr. David Schulte: <br /> <br />Ms. Norris noted that Mr. Schulte is present requesting a metes and bounds <br />subdivision of Lot 4, Block 1, Voltin's Oak Hill Estates in order to split <br />that part of the lot north of the drainage ditch from that property south <br />of the ditch. Ms. Norris stated that staff is recommending denial because <br />the request would create a landlocked parcel and contradicts one of the <br />terms of the development agreement for Voltin's Oak Hill Estates. <br /> <br />Mr. Schulte stated he is in the process of purchasing property from Bill <br />Weiss and Arland Voltin that will provide the access needed. <br /> <br />Bill Weiss - 16053 Nowthen Blvd. - Expressed concern with the extent and <br />ownership of the easement proposed to be purchased. <br /> <br />Mr. Hartley advised going through the platting process to solve some <br />serious easement and access concerns. <br /> <br />Motion by ~yor R~imann and seconded by Councilmember Sorteberg to deny Mr. <br />Schulte's request for a metes and bounds subdivision of Lot 4, Block 1, <br />Voltin's Oak Hill Estates because it would contradict one of the terms of <br />the development agreement for Voltin's Oak Hill Estates and there are <br />access concerns that could be addressed if the platting process were used. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />Council recessed at 8:58 p.m. <br /> <br />Mayor Reimann called the meeting back to order at 9:15 p.m. <br /> <br />Case #3: Requ_est For Discussion Of Additional Off-Sale Liquor License; <br /> Case Of Mr. Richard Dreher: <br /> <br />Mr. Dick Dreher - 5275 Edina Industrial Blvd. - Edina - Stated he is one of <br />the owners of River's Bend Plaza. Mr. Dreher requested that City Council <br />consider increasing the number of off-sale liquor licenses in Ramsey to 3 <br />in order to accommodate a liquor store being located in River's Bend Plaza. <br />Mr. Dreher stated that the following issues may be reason for the city to <br />change from it's current policy of one off-sale liquor store per 5,000 <br />population: 1) a liquor store in River's Bend Plaza would offer a full <br />range of merchandise at that center and strengthens it's ability to draw in <br />customers from northern Anoka; 2) the Rum River Bridge Crossing; 3) <br />completion of the Thurston Avenue overpass. <br /> <br />CDuncilmember Cox was in favor of reviewing the current policy as the <br />Rum River Bridge will result in another major traffic corridor and there is <br />City Council/February 9, 1988 <br /> <br />Page 7 of 14 <br /> <br /> <br />
