Take into consideration the ongoing remedial <br />investigation and different proposals by the City of Ramsey regarding that <br />investigation; could the stance that Ramsey might take regarding remedial <br />investigation void the ski hill agreement and allow Waste Management the <br />opportunity to buy out of the agreement for $50,000. <br /> <br />Edward Moersfelder - Stated that there is nothing in the ski hill proposal <br />that would prohibit the City from taking a vigorous position with respect <br />to Site P; with respect to vertical expansion is a tougher question. The <br />agreement was drafted so that Ramsey would count on the County and the <br />State to move forward on vertical expansion and environmental improvements; <br />cooperation of the city would mean that the city would not take a stand <br />regarding what PCA is proposing for environmental improvements on vertical <br />expansion. <br /> <br />Natalie Haas-Steffen - Interpreted Mr. Moresfelder's reply as the City <br />giving up it's right to request more than what PCA will approve with <br />vertical expansion. Stated she has done some research and could not find <br />where Waste Management has developed any ski hills before; that the only <br />landfills converted to recreational areas she is aware of those with flat <br />surfaces; converting a landfill to a ski hill usually doesn't take place <br />until 5 years after closure. Is liability insurance obtainable for a ski <br />hill operation and can cost estitmates be obtained? <br /> <br />Mr. Terry Miller - Stated that there is a ski facility in Wisconsin that <br />was constructed out of garbage by a different company. Waste Management <br />is anxious to develop a successful ski hill as it would be a positive step <br />for the company, Ramsey and Anoka County. Mr. Miller stated that he has <br />been in contact with several insurance carriers and one option being <br />considered is the cost of liability insurance if the ski hill is operated <br />by a non-profit organization like the Ramsey Jaycees for example. It seems <br />that liability insurance is available but the cost and who would apply for <br />it has to be determined; cost estimates should be available in 2-3 weeks. <br />The ski hill in Wisconsin was constructed 2-1/2-3 years after landfill <br />closure; establishment of proper vegetation is the key to success. The <br />northeast area of the vertical expansion would be constructed first in <br />order to get vegetation and environmental concerns addressed so that <br />development of the ski hill could begin. <br /> <br />Natalie Haas-Steffen - Inquired if the agreement as written holds the <br />City and County hostage to agree to horizontal expansion if the bill to <br />suspend the siting process passes. <br /> <br />Mr. Moersfelder - Replied that whatever happens with respect to Site P, the <br />agreement for the ski hill will not be affected; the intent of this <br />agreement is to focus on the existing landfill and property to the south is <br />not included. There is nothing in this agreement that precludes the City <br />frcm exercising it's police powers and if there is agreement language <br />contrary to that, Waste Management agrees that it should be deleted from <br />the agreement. <br /> <br />Mr. Hartley - Stated that the agreement does not preclude action by City <br /> City Council/March 9, 1988 <br /> <br />Page 11 of 14 <br /> <br /> <br />
