Ralph ~mither~ - Inquired why the landfill closes so early on the free
dumping day.

Mr. Miller - Replied that the hours of the clean-up day were negotiated
with the City of Ramsey; excepting for the amount of hours, there is no
particular reason why it was scheduled from 9:00 a.m. to 1:00 p.m. The
event is scheduled for April 30th this year from 9:00 to 1:00 p.m.

Jan Reiter - Inquired how the City will know if Waste Management is really
trying to construct the project after the City has cooperated.

Mr. Miller - Gave his word that Waste Management's intention is to see that
the ski hill facility is planned and built; this is one of those contracts
where somebody has to perform first and in this case it happens to be the
City.

Larry Phillips - 6640 153rd Lane - Stated that there is a bill in committee
now at the State Legislature to cap all existing landfills; if it passes,
how will this affect the agreement for vertical expansion.

Mr. Miller - Replied that the landfill needs to be terminated and capped
under the existing license conditions. The vertical expansion request
includes use of materials that would allow for the least amount of
infiltration into the base and special environmental concerns to make sure
vegetation grows.

Larry Phillips - Inquired if PCA has any comments regarding a ski hill
project on the landfill.

Mr. Miller - Replied that there have been discussions with PCA regarding a
ski hill but their response was that it will be considered but no
commitment to approve or deny will be made until engineering plans are
submitted.

Larry Phillips - Inquired about the time frame frem vertical expansion to
capping to a ski hill.

Mr. Miller - Replied that the agreement states that the 10 acre
recreational parcel will be the first area to be completed and
environmental concernsaddressed in order getthe ski hill operational.

Larry Phillips - Stated that the City should ask PCA what restrictions
there would be on a recreational facility at the landfill site.

Mr. Hartley - Stated that the City has requested comments from PCA, Metro
Council and Anoka County. Each of those organizations indicate that they
have to see specific plans relating to the ski hill to be able to response
to whether or not it is environmental acceptable or acceptable for some
other purpose.

Larry Phillips - Stated that if Waste Management was really interested in a
ski hill, they would prepare those plans and submit them to PCA prior to
City Council/~arch 9, 1988
