PROCEEDINGS OF CITY OOUNCIL <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA OOUNTY <br /> STATE OF MINNESOTA <br /> <br />~he P~%msey City Council conducted a public hearing on Tuesday, April 12, 1988 <br />at the Ramsey Municipal Center, 15153 Nowthen Blvd. NoW., Ramsey, Minnesota <br />regarding public improvements in Caroline Acres. <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember Arnold Cox <br />Counciln~mber Alan Pearson <br />Councilmember Allen Sorteberg <br />Councilmsmber Stephen DeLuca <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />City Attorney William Goodrich <br />Mr. Larry Koshak, HakansonAnderson Associates, Inc. <br /> <br />Mayor Reimann called the public hearing to order at 7:55 p.m. <br /> <br />pRESENTATION <br /> <br />Mr. Larry Koshak, Hakanson Anderson Associates, Inc., presented the feasibility <br />report for bit~Ninous street improvements in Caroline Acres which consists of <br />14. units. He stated that there is a section in the street that has <br />questionable material underneath and will need special type construction. <br /> <br />Improvement costs: <br /> <br />Estimated total cost of project <br />Estimated total per unit cost <br />Estimated annual per unit cost for <br /> a 10 year period at 9% interest <br /> <br />$60,300.00 <br /> 4,307.14 <br /> 671.05 <br /> <br />Project schedule: City Charter requires a 60 day waiting period following the <br />public hearing; order plans and specifications on June 14; approve plans and <br />specifications and set bid date on July 12; receive bids and award contract on <br />July 26; begin project construction on August 9; complete construction on <br />September 9; hold assessment hearing on August 31; following assessment hearing <br />property owners have 30 days to pay the assessment without any interest; if <br />not, the assessment is forwarded to the property tax rolls over a 10 year <br />period; first payment due with real estate taxes in May 1989. <br /> <br />CITIZEN INPU~ <br /> <br />Tyrone Mills, owner of parcel 14, questior~ed if there is enough right-of-way <br />to build a road there. <br /> <br />Mr. Koshak stated that there is 66 feet of right-of-way and that should be <br />adequate to build the street. <br /> <br />Public Hearing/April 12, 1988 <br />City Council <br /> Page 1 of 4 <br /> <br /> <br />
