adopt Findings of Fact 0200 relating to Mr. David Hauan's request for a <br />conditional use permit. (Please refer to findings of fact file for <br />Findings of Fact 0200). <br /> <br />Further Discussion: Ms. Norris noted that Planning and Zoning recommends <br />approval of Mr. Hauan's request and suggested that no development be <br />allowed until Planning and Zoning and City Council have reviewed the site <br />plan. <br /> <br />Motion carried. Voting Yes: Mayor P~imann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />Motion by Councilr~ber Cox and seconded by Councilmember Sorteberg to <br />approve Mr. David Hauan's request for a conditional use permit for a <br />recreation center in the I-1 Industrial District with the permit amended as <br />follows: <br /> <br />Add Item 95 to read: 'Any advertising signs constructed on the <br />property shall advertise the recreation center only. Any municipality <br />named relating to the recreation center shall be 'Ramsey'. <br /> <br />Motion carried. Voting Yes: Mayor P~imann, Councilmembers Sorteberg, CDx, <br />DeLuca and Pearson. Voting No: None. <br /> <br />Case ~3: C~oss O~Hope Lutheran Church Garden Of.HopeCemetery: <br /> <br />Mr. Goodrich recalled that in May of 1986, City Council granted~ a <br />conditional use permit to Cross of Hope to operate a cemetery. That permit <br />requires that the terms of construction and perpetual maintenance must be <br />completed by May 31, 1988 or the permit is voided. Cross of Hope is now <br />requesting Council approval of the cemetery's proposed rules and <br />regulations. Mr. Goodrich noted that the rules provide for public burials. <br /> <br />Motion byCouncilm~_mber Cox and seconded by Councilmember Sorteberg to <br />approve the proposed rules and regulations for Cross of Hope Lutheran <br />Church's Garden of Hope Cemetery as presented. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, COx, <br />DeLuca and Pearson. Voting No: None. <br /> <br />Council recessed at 9:43 p.m. <br /> <br />Mayor Reimann called the meeting back to order at 9:55 p.m. <br /> <br />Case #5: Discuss Policy Regarding Tax Incren~nt Financing.: <br /> <br />Mr. Goodrich stated that Mr. Hartley is requesting that City Council commit <br />to a r~licy regarding how the City wants to use tax increment revenue to <br />participate in projects. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember DeLuca to <br />establish the following guidelines to be used in determining how the City <br />wants to use it's tax incr~ent ability to participate in projects: <br /> City Council/April 26, 1988 <br /> <br />Page 8 of 12 <br /> <br /> <br />
