10 Minutes CASE ~20: <br /> <br />DISCUSS REQUIREMENT FOR CERTIFICATES OF LOT SURVEY <br /> By: Anne Norris, Community Development Director <br /> <br />Background: <br /> <br />As you may know, one of the City's requirements for building permit applications <br />for new homes or commercial structures is the inclusion of a certificate of lot <br />survey. In the past, this requirement has not been strictly enforced. However, <br />because of some recent problems with the siting of accessory structures on <br />properties, the Planning and Zoning Commission has suggested that this require- <br />ment be more strictly enforced. <br /> <br />I believe that the intent of this requirement is to obtain a site plan of the <br />property showing all existing and proposed structures on that property. <br />However, a certificate of lot survey may not show this information; it may only <br />show where the corner stakes for a parcel are located. <br /> <br />If the intent of this requirement is to provide information as to the location <br />of structures on properties, the Council may wish to amend the City's require- <br />ments to require information regarding structures, encroachments, setbacks, <br />etc. on properties. <br /> <br />In addition, the Council should determine whether this information should be <br />required for all construction and building permits or whether the Building <br />Official should be allowed to determine what information is needed for each <br />building permit application. <br /> <br />For your information, enclosed are the following items: <br /> <br />a) Memo dated October 7, 1986 from Building Official Erickson regarding <br /> certificates of lot survey <br />b) City of Maple Grove's requirements for certificates of lot survey <br />c) City of Champlin's requirements for certificates of lot survey <br /> <br />Recommendation: <br /> <br />Council action will be based on your discussion. <br /> <br />Review Checklist: <br /> <br />Administrator X <br />Attorney X <br />Engineer <br />Community Development Director X <br />Building Official X <br /> <br />Chief of Police <br />Finance Officer <br />Public Works Superintendent <br />Planning and Zoning Commission <br /> <br /> <br />
