5 Hinutes CASE #3: <br /> <br />REQUEST FOR PRELIMINARY PLAT APPROVAL OF STANHOPE RIVER HILLS; <br /> CASE OF MS. ANN CANIS AND MR. TOM SKIBA <br /> By: Anne Norris~ Community Development Director <br /> <br />Background: <br /> <br />Ms. Ann Canis and Mr. Tom Skiba are requesting preliminary plat approval of <br />Stanhope River Hills. The plat is located on that property located north of <br />153rd Avenue NW and east of Roanoke Street NW along the Rum River and is <br />approximately 66 acres in size. The plat consists of 18 single family <br />residential lots and one outlot located in the R-I Residential District. The <br />plat is located within the Scenic Rivers Overlay District. The lots on the <br />river are four acres in size and the off-river lots are 2-1/9 acres in size, in <br />accordance with the Scenic Rivers requirements. Ms. Canis and Mr. Skiba are <br />proposing to construct three cul-de-sacs and one temporary cul-de-sac off of <br />Roanoke Street NW for access to these lots. <br /> <br />Enclosed for your information are the following items: <br /> <br />a) Site location map <br />b) Proposed preliminary plat <br />c) Letter dated August 22, 1986 from Mr. John Stine, DNR <br />d) Letter to Mr. John Stine, DNR, from City Staff dated September 3, 1986 <br />e) City Engineer's letter dated August 29, 1986 <br />f) City Engineer's letter dated September 26, 1986 <br /> <br />Observations: <br /> <br />The Planning and Zoning Commission conducted a public hearing on this plat on <br />July 8, 1986. City Staff and the developers met with Mr. John Stine of the DNR <br />to review DNR and Staff concerns about the plat. Since that meeting, the <br />developers have revised the preliminary plat to resolve these issues. The <br />Planning and Zoning Commission reviewed the revised plat on September 2, 1986 <br />and recommended approval of the preliminary plat contingent upon the plat <br />meeting the requirements of the City Engineer and DNR. The Planning and Zoning <br />Commission also suggested that the Park and Recreation Commission review the <br />outlot for future park use and recommended that the developers provide a ten <br />foot easement along the southern boundary of the property to serve as access to <br />the outlot/park area. <br /> <br />The Public Works Superintendent reviewed the plat and suggested that the <br />northern three cul-de-sacs be removed and a continuous street be constructed <br />between Juniper Ridge Circle NW and 154th Lane NW. The Planning and Zoning <br />Commission reviewed this and rejected it, as it would create double frontage <br />lots. <br /> <br />The Park and Recreation Commission has reviewed this plat on several occasions <br />and has recommended that the City acquire the outlot for future park <br />development along the river. <br /> <br /> <br />
