SEWER, WATER AND WELL NO. 2 IMPROVEMENTS TO RAHSEY'S INDUSTRIAL AREA By: Dave Bartley, City Administrator Background: There are four specific actions of the City Council which relate to the sewer, water and well no. 2 improvements to the Industrial Area of Ramsey which are to be considered at a special meeting of August 12, 1986. Those actions are: 1) Hold a hearing on the amendments to Tax Increment District No~ 1; 2) Adopt a resolution amending Tax Increment District No. 1; 3) Adopt a resolution receiving and approving the plans and specifications for well no. 2, sanitary sewer improvements and water improvements to the Industrial Area and setting a date to receive bids on these improvements; 4) Approve an agreement with Springsted, Inc. to provide financial consulting services related to the issuance of bonds for the Industrial Area sewer and water project. The proposed amendments to Tax Increment Financing District No. 1 relate to including the area yet to be platted as the River's Bend Plaza as well as improvements which may be made to the River's Bend Plaza utilizing tax i~crement funds. The Council will also receive preliminary plans and specifications for the sanitary sewer, water main and well no. 2 improvements. Additionally, a date should be set to receive bids on these improvements. Finally, the City Council should consider an agreement with Springsted, Inc. to provide the financial consulting services related to a future issuance of tax increment bonds to finance the aforementioned improvements. Please note the following items enclosed: a) Memo relating to the issuance of bonds and financing strategies for this project; b) Proposed resolutions c) Revised 1986 project schedule Observations: I believe our schedule is such that we're going to receive bids for the extension of sanitary sewer, municipal water and the construction of well no. 2 first and then the elevated water storage tank at a later time. Please note that in the revised 1986 project schedule for the City of Ramsey, the plans and specifications for the water storage tank are to be provided at the City Council's regular meeting of September 23, 1986 and bids will be received on the elevated water storage tank on October 14, 1986. The Council is scheduled to receive bids on September 9, 1986 for all other improvements - sanitary sewer, water main and well no. 2. The project, as it is now scheduled, will be finaled in 1987.
