Motion carried. Voting yes: Mayor Gamec, Councilmembers Elvig, Kurak, Strommen, and
Zimmerman. Voting No: Councilmembers Cook and Pearson.

Motion by Mayor Gamec, seconded by Councilmember Elvig to adopt Resolution #04-02-044A
adopting a conclusion relating to an Administrative Appeal of the Zoning Administrator's
interpretation of Ramsey City Code relating to permitted fence materials in an R-1 Residential
Zoning District on the property owned by Bruce and Karen Konzak.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Kurak, Strommen and
Zimmennan. Voting No: Councilmembers Cook and Pearson

Mayor Gamec informed the property owner the timetable for completion of the fence removal is
July 1 .~t.

Mr. Konzack requested an extension due to the amount of trees.

Mayor Gamec indicated he does not feel an extension should be given at this time. There needs
to be some performance and if there is a problem Mr. Konzack can discuss it with staff. The
whole intent is to have the job completed by July 1st.

Mr. Konzack asked if there are any issues or ordinances as far as taking down the trees.

Mayor Gamec informed Mr. Konzack to discuss this with the Zoning Administrator.

Case #6: Consider Initiating Street Name Changes in Sunfish Lake Estates

Community Development Director Frolik stated that with the platting of the Village of Sunfish
Lake, it has become apparent that the two numbered streets (145th Avenue and 146th Avenue) in
the adjacent Sunfish Lake Estates subdivision are not correctly named in accordance with the
County street naming grid system. She noted that 146th Avenue in the new subdivision is a
continuation of that same street in the Chestnut Third Subdivision. Community Development
Director Frolik explained that within the new subdivision, the appropriately named 146th Lane
which lies north of 146th Avenue now is directly across from 145th Avenue in the Sunfish Lake
Estates Subdivision. Also, 146th Avenue within the Sunfish Lake Estates subdivision actually
falls on the 147th Avenue grid. Community Development Director Frolik explained the City has
renamed streets in the past for reasonable cause and recommended the Council adopt the draft
resolution to set a public hearing for the renaming of 145th Avenue and 146th Avenue within the
Sunfish Lake Estates subdivision to 146th Lane and 147th Avenue.

Councihnember Zimmerman inquired if there are people on staff to review the plats that come in.

Community Development Director Frolik explained the Engineering Department has assumed
the responsibility for verifying street names. This area was developed, then there was open
space, and then more development. When the area was infilled the streets did not line up.

City Council/February 10, 2004
