reading is dispensed with b_v unanimous consent of the council and shall <br />be filed and preserved by the clerk-administrator. <br /> <br />Commissioner Heitman stated that this change was initiated by Councilmember <br />Cox's concern in that he feels it should take a majority vote to get a <br />resolution read rather than a unanimous consensus to dispense with the reading. <br /> <br />Chairperson Sieber arrived at this time. <br /> <br />Chairman Sieber stated that he would like to see a provision in the Charter <br />that would give one councilperson the right to call for a reading of a <br />resolution. <br /> <br />Commissioner Heitman stated that Chairman Sieber's suggestion would create the <br />same situation that currently exists; one person can force the reading of a <br />resolution; there is the potential to delay the flow of council meetings just <br />as much as. <br /> <br />Chairman Seiber stated that it seems unreasonable to vote on and pass an <br />amendment and not include any recourse for anybody to have a resolution read. <br /> <br />Commissioner Heitman stated that with the current procedure, a resident still <br />has to convince a councilperson to take action to have a resolution read. <br /> <br />Councilmember Arnie COx was present and stated that his concern is not as <br />Commissioner Heitman indicated. Councilmember COx stated that he has no <br />problem with having the opportunity to have a resolution read - it doesn't mean <br />that the same situation will be created. It is very difficult to conduct a <br />council meeting while trying to keep case thoughts in order, especially when <br />thoughts have to be interrupted to attend to a procedural matter like waiving <br />the reading of the resolutions. As for the public, they have always had the <br />right to have a resolution clarified or read. <br /> <br />Commissioner Heitman stated that if a provision is included in the charter to <br />allow one person to call for a reading, the first time Councilmember Cox <br />chooses to invoke that right, the flow of the meeting will be slowed down just <br />as much as it is now. <br /> <br />Councilmember Cox reminded Commissioner Heitman that he sits through the same <br />meetings and the number one priority is community business. <br /> <br />Mayor Heitman stated that City Staff is collecting a salary for attending those <br />Council meetings and Councilmenber Cox wastes the evenings away. <br /> <br />Councilmember Reimann was present and stated that reading of resolutions is a <br />waste of time; a councilperson should arrive at the meeting prepared and ready <br />to take action. <br /> <br />Commissioner Bauerkemper asked Councilmember Reimann if he would prefer it to <br />take a majority to have a resolution read or a minority to have it read. <br /> <br />Councilmember Reimann replied that the majority should rule. <br /> <br />May 30, 1985 <br /> <br />~2~4 <br /> <br /> <br />
