Item #14: <br /> <br />Mr. Deemer's Comments: "Chapter 10. This chapter would not allow the cable <br />franchise we now have to exist. It has provisions that are against Federal <br />law, as far as regulating rates and renewal is concerned. This needs major <br />work to be correct." <br /> <br />Commission Response: Commission would like more specific detail from Mr. Ben <br />Deemer regarding this point and Mr. Deemer should attend the next regular <br />meeting of the Charter Commission, if he so chooses. <br /> <br />Item #15: <br /> <br />Mr. Deemer's Comments: The final paragraph of Mr. Deemer's letter brought out <br />his concerns regarding the Charter Commission's defensive attitude regarding <br />the charter. <br /> <br />Commission Response: Commissioner Sieber stated that Mr. Deemer's point is <br />valid; the Charter Commission did get into a defensive posture regarding the <br />charter and that he, personally, will not get into that posture again. <br /> <br />Motion by Commissioner Gamec and seconded by Commissioner Buchanan that a <br />letter be forwarded to Mr. Ben Deemer thanking him for his letter and comments <br />in regards to the charter; that the letter has been reviewed by'the Charter <br />Commission and a copy of that portion of the minutes dealing with the review <br />of Mr. Deemer's letter will be included in the letter to Mr. Deemer from the <br />Commission. <br /> <br />Commissioner Lichter arrived at this time. <br /> <br />Further Discussion: Commissioner Data pointed out that the last paragraph of <br />Mr. Deemer's letter also suggests that the Charter Commission has ignored <br />Mr. Deemer's verbal and written comments in the past. Commission consensus is <br />that the Charter Commission was not aware that Mr. Deemer expected a written <br />reply to his past comments regarding the charter. <br /> <br />Motion carried. Voting Yes: Chairman Heitman, Commissioners Data, Gamec, <br />Greenberg, Sieber, Buchanan and Bauerkemper. Voting No: None. Abstain: <br />Commissioner Lichter. Absent: Commissioner Titterud. (Commissioner Lichter's <br />Vote to abstain was based on the fact that he was not present during discussions <br />of Mr. Deemer's letter). <br /> <br />APPROVAL OF CHARTER COMMISSION MINUTES (CONTINUED) <br /> <br />Motion by Commissioner Lichter and seconded by Commissioner Gamec to approve <br />the special Charter Commission meeting minutes dated February 28, 1984. <br /> <br />Motion carried. Voting Yes: Chairman Heitman, Commissioners Bauerkemper, <br />Sieber, Greenberg and Lichter. Voting No: None. Abstain: Commissioners <br />Buchanan, Gamec and Data. Absent: Commissioner Titterud. <br /> <br />COMMISSION INPUT <br /> <br />Commissioner Data noted that there were no citizens present at tonight's <br />meeting to discuss the charter and suggested that the continuance of the <br />regular Charter meetings for the purpose of informing the public as to the <br />contents of the charter, be better advertised. <br /> <br />CC/March 8, 1984 <br /> Page 5 of 6 <br /> <br /> <br />
