Mr. Ippel replied that a charter is new to Ramsey; the fact that it has been
done before in other cities does not make rushing it through in Ramsey right.
Chairman Heitman inquired if Mr. Ippel thinks everybody will be satisfied if
the charter election is delayed until November. Chairman Heitman stated that
he is not ready to spend the rest of his life discussing the same things
over and over agains with the same people. Commissioner $ieber requested that
the Chairman terminate discussion and call for a vote on the motion. Chairman
Heitman requested that Commissioner Sieber restate the motion.

Motion by Commissioner Sieber and seconded by Commissioner Bauerkemper, for
further discussion, that the charter be processed with the changes made at
tong~ht's meeting; that a special meeting of the Commission be held on
Tuesday, February 28, 1984 at 6:30 p.m. for the purpose of voting on the
charter; that prior signature on the document along with a cover letter be
accepted as a vote 'in favor of' from any Commissioner not in attendance at
that special meeting; that the charter then be submitted to City Administrator
for normal processing.

Further Discussion: Commissioner Gamec reiterated that he is opposed to
taking action at special meetings , that all Commission members should be
present and a review of the Charter should be obtained from the City Attorney.
Commissioner Gamec also stated that he no longer has a problem with the
document; that the changes made to Taxes and Pinancing will fit into the
workings of the City. Commissioner Gamec stated that he has a high respect
for everyone serving on the Commission and the entire Commission has learned
a lot over the past 9 months. Commissioner Gamec stated that he thinks the
Commission has learned that this City's government works better than they
imagined it did. Commissioner Gamec concluded by saying his only problem
with this motion is timing and policy issues. Commissioner Data stated that
the Commission should not lose site of the possibility of Council adopting
the Charter by a majority vote. Chairman Heitman replied that Council cannot
do so; after the charter is adopted they can operate on that basis, but for
the charter itself there must be an election unless there was no Charter
Commission to begin with. Commissioner Bauerkemper stated that the charter
is very important and deserves it's own election, which is a minor cost
considering the City is spending $8000 to study an airport they don't own
and $5000 to decide which computer to buy. Commissioner Gamec stated that
it will be very disappointing if only 600-700 people show up at the special
election. Chairman Heitman replied that the minority will be giving rights
to the majority. Commissioner Sieber stated that even if the charter is
voted down, he will feel good about what he tried to do for the City of
Ramsey. Mr. Ippel inquired as to where it states that at a general election
a non vote is a no vote? Chairman Heitman replied that it is State statute.
Commissioner Gamec reiterated that he does not like giving the illusion of
ramrodding the charter through. Commissioner Sieber replied that he does not
care if he is accused of ramrodding. Commissioner Gamec pointed out that
Commissioner Sieber has accused Council of the same thing. Commissioner
Sieber replied that the Commission has been given a task, by a minority, to
put together a document and put it to a vote.

Motion carried. Voting Yes: Chairman Heitman, Commissioners Bauerkemper,
Data, Sieber, Gamec. Voting No: None. Absent: Commissioners Greenberg,
Buchanan, Lichter, Titterud.

CC/February 23, 1984
