Commissioner Gamec - Total city-wide mailing is a problem and as far as the <br />residents are concerned, this Commission did not do it's job until that <br />notification has reached their home. <br /> <br />Commissioner Buchanan - EDC and Mr. Arnie Cox requested a 30-45 day delay <br />on this public meeting. If submission of the charter to Council were delayed <br />one month and Council set an election date 90 days after receipt of the <br />charter, the election would be in the middle of the summer. My decision to <br />proceed with the public hearing tonight was based on the fact that more <br />public meetings will be conducted. If the election is delayed until summer, <br />most people will be on vacation and will not have an opportunity to vote. <br /> <br />Commissioner Sieber - Nothing we are doing, short of giving the citizens an <br />opportunity to vote, is binding in any way to the citizens. We are not a <br />legislative body; the citizens Will be voting whether or not to use this <br />document and if they vote not it will go away. <br /> <br />Commissioner Bauerkemper stated that the decision to have a public meeting <br />on February 15, 1984 was made the end of January. <br /> <br />Commissioner Gamec - Referred to a comment made that once the charter is <br />published, no changes can be made. <br /> <br />Chairman Heitman - Changes can be made but a new document would have to be <br />submitted and the 90 day clock would start again. <br /> <br />Mr. Jack Ippel - Stated that he is Chairman of the Airport Commission and he <br />received his copy of the charter draft just this past Saturday and that is <br />not sufficient time to review such a document. The Charter Commission is <br />rushing for a special election in May; why not let the people have more time <br />to review the document and make the issue part of the general election in <br />November, which would save the City thousands of dollars for a special <br />election. <br /> <br />Commissioner Sieber - In my opinion, based on observations, the people who <br />want the charter and who were part of getting the charter started, are <br />afraid things are going to happen in Ramsey very soon and waiting for the <br />general election will be too late. <br /> <br />Commissioner Buchanan - The Airport Commission should have been receiving <br />copies of the Charter Commission minutes, the document has been available at <br />City Hall, the time frame was short and ask that you understand that the <br />decision to proceed with this meeting was based on the fact that this is <br />the first in a series of public meetings. Relative to waiting to November, <br />this Charter Commission was given a job to do. <br /> <br />Jack Ippel - Why does the Charter Commission feel it is necessary to enact <br />a charter? <br /> <br />Commissioner Data - Relative to a statutory government, the Charter: <br /> <br />1. Gives rights and responsibilities to the citizens. The present <br /> government leaves the citizens with no direct rights. <br /> <br />2. Can deal with unique community requirements.
