Sheila Beyer - It seems like the Charter Commission is in a hurry to rush <br />this charter through in order to stop things from happening. <br /> <br />Commissioner Buchanan - Seriously doubt that if this document is adopted it <br />will stop projects. If we were going to rush it through, we could have done <br />so in three weeks like some cities have done. <br /> <br />Dennis Donovan - 17605 Argon Street - If the Charter Commission intent is to <br />get maximum citizen involvement, wouldn't that better be accomplished at <br />general election time? Ms. Beale says the people are not capable of.~oting <br />on candidates and charter issue at the general election and yet we are <br />supposed to trust these same people to come out and vote on a special election <br />for such an important document. <br /> <br />Mr. Jack Ippel - 16443 Jasper - If you are going to take a document to the <br />citizens for a vote, it should be something you are comfortable.~with. You <br />will get maximum citizen involvement at the general election in November. <br />You have a tremendous head start on educating the public on the charter before <br />they have to start considering candidates for office. It seems silly to go <br />through the additional expense and rush it through without adequate presentation <br />to the public. Maybe Council is rushing because the Charter Commission is <br />rushing and the two are countering each other. This is a serious issue and it <br />will take time to educate the public and the general election is the time to <br />put it to a vote. <br /> <br />Chairman Heitman - The education process continues once we turn the document <br />over to Council. <br /> <br />Commissioner Lichter - Have heard from several people that they want to see <br />the document put to a vote soon. We are trying to balance the two points of <br />view. <br /> <br />Councilmember Sorteberg - How do these people who want the charter know what <br />is in the charter? <br /> <br />Commissioner Lichter - They can attend the public information meetings during <br />the 90 day interim between submitting the document and holding the election. <br /> <br />Councilmember Sorteberg - If those public meetings are conducted like this one, <br />the people will leave stupid. <br /> <br />Mr. Jack Ippel - The Charter Commission has been working on this document since <br />June, 1983 and they expect the people to become thoroughly acquainted with it <br />in one meeting. <br /> <br />Commissioner Bauerkemper - People are not going to study the chapters that make <br />no change to the current procedure; they will zero in on the chapters that <br />introduce changes. <br /> <br />Mr. Clayton Berg - City Building Official - In defense of comments made that <br />Council is rushing a project through this summer, I have worked for the City <br />for 7 years and that project is one of the first things I heard about. <br />Information on that project also has always been available at City Hall. <br /> <br />Commissioner Sieber - One of the things that Long Term Plan will do is make <br />people aware of projects on the board and that they just do not happen overnight. <br /> <br />Sp CC/February 15, 1984 <br /> Public Meeting <br /> Page 6 of 12 <br /> <br /> <br />
