Mr. Jack Ippel - City and Staff are trying for some direction and a policy to <br />make sure everybody is in agreement as to how the City should operate. All <br />the charter would do is create a formatless society. There would be no need <br />for Planning and Zoning and Economic Development because anywhere along the way <br />it can all be changed. <br /> <br />Commissioner Sieber - If the majority agree. <br /> <br />Mr. Ippel - Charter states 25% can stop it. <br /> <br />Chairman Heitman - Section 8.05.02 should be checked regarding 25% initiating <br />the vote as opposed to being the vote. <br /> <br />Mr. Schnelle - Attended a seminar on economic development and economic development <br />takes place when you are competitive and that means that the G.O. bonds are <br />not tampered with by way of a charter. The developer puts up a lot of up front <br />money and this section will stop the developer from coming into Ramsey. If <br />you adopt the charter with this section, I can assure you that all economic <br />development in Ramsey will stop unless the developer has all his own money. <br /> <br />Commissioner Bauerkemper - Cities around us have passed G.O. bonds and tax <br />increment financing by putting it to the electorate. <br /> <br />Mr. Schnelle - What businessman coming into Ramsey wants to pay for an election? <br /> <br />Commissioner Bauerkemper - We solicited input from fiscal consultant Wayne <br />Burggraaff and he said they do not read the charters, rather they look at the <br />City's past record. <br /> <br />Mr. Schnelle - Bonding attorney and the person investing his money are the <br />ones who are concerned with the charter. <br /> <br />Commissioner Buchanan - We modelled this charter after Mounds View's and they <br />have development. All the charter does is make the developer sell his project <br />to the citizenry. <br /> <br />Mr. Schnelle - I want the Charter Commission to be aware of the potential <br />problems in this chapter. <br /> <br />Mr. Darryl Fults - 15410 Barium - A bonding company would be putting up the <br />money, let them read this chapter. Let some large developers read this <br />chapter and get their reaction. Past experience shows that a delay can <br />cost the developer hundreds of thousands of dollars. You have to tell <br />the developer what is expected of him up front and forget about the delays. <br /> <br />Commissioner Sieber - If the developer is going to pay for the whole project <br />himself, this section does not go into play. If the project is entirely <br />assessed out and there is no cost to the City, this section does not go into <br />play. <br /> <br />Commissioner Lichter pointed out that Norm Holm has been working on Flintwood <br />II for 9 years and the charter will not draw the process out any longer. <br /> <br />Councilmember Sorteberg - Earlier the comment was made that Council is driving <br />through Norm Holm's project. <br /> <br />Chairman Heitman requested that Mr. Schnelle supply alternatives to the way <br />the section is currently written. <br /> <br />Sp CC/February 15, 1984 <br /> Public Hearing <br /> <br /> <br />
