Motion carried. Voting Yes: Chairman Heitman, Commissioners Gamec, <br />Bauerkemper, Data, Lichter, Sieber and Buchanan. Voting No: None. <br />Absent: Commissioners Titterud and Greenberg. <br /> <br />NOTE COUNCIL MINUTES <br /> <br />The Commission noted the following: <br /> <br />1. Council minutes dated Januamy 10, 1984. <br /> <br />Commissioner Buchanan referred to the January 10, 1984 Council minutes and <br />stated that it appeared that Council and City Attorney had two different <br />ideas as to why the Flintwood Hills PUD was on the agenda. <br /> <br />Commissioner Gamec stated that Flintwood Hills PUD was before Council for <br />concept approval and Council did grant concept approval. The developer <br />now has requirements to fulfill prior to applying for preliminary approval. <br /> <br />Commissioner Buchanan inquired as to a time frame on the PUD project. <br /> <br />Commissioner Gamec stated that the minimum time frame would be 90 days, it's <br />all up to Norm Holm. <br /> <br />Commissioner Buchanan inquired if concept approval commits the City. <br /> <br />Commissioner Bauerkemper stated that she has done some research and found <br />that the City can grant approvals all the way down to rezoning and still <br />deny the project and the City is not responsible. <br /> <br />Commissioner Bauerkemper noted that after only concept approval, Mayor Gamec <br />wrote the Metro Council requesting the second sewer connection; this request <br />should not have been made until after preliminary approval. <br /> <br />Commissioner Gamec stated that he informed the Metro Council of the proposed <br />development so that they can stage their procedures to meet the developer's <br />needs, should the project be approved. Pipe will not be laid until they <br />know there will be flow. <br /> <br />Commissioner Sieber stated that he has talked to Waste Control and their plans <br />are complete to bring the connection to Ramsey; once they have the go-ahead, <br />the pipe can be in the ground and accepting flow in 90 days. <br /> <br />COMMITTEE REPORTS <br /> <br />1.
