The Commission rediscussed the pros and cons to adopting the long term plan <br />by ordinance. <br /> <br />Chairman Heitman summarized the issue as do the people have the right to say <br />they don't want the city to spend time and money planning a particular task -- <br />if they do, what is the tool? <br /> <br />Councilmember Schlueter was present and stated that the City should make every <br />possible effort to make the budget available to the citizens; to explain <br />line items that are in question. That particular line item should not come <br />to the citizen's attention in it's year of doing. If the City gives the <br />citizens that first opportunity to voice an opinion, before it is adopted, <br />and if the citizens still want to vote on it, then go ahead a vote on it. <br />This is the only way ~ou can justify subjecting the budget to initiative and <br />referendum. <br /> <br />Commissioner Bauerkemper stated that adopting by ordinance gives the citizens <br />the leverage to insure that Council will listen to their opinions in hopes <br />of avoiding putting it to a vote. <br /> <br />Chairman Heitman stated that including &n item in the financial plan doas not <br />guarantee it will happen; striking it from the financial plan will not guarantee <br />that it will not happen. It seems the appropriate time to stop a particular <br />item from~happening is at the time you realize it is going to take place; you <br />petition against it. <br /> <br />Motion by Commissioner Lichter and seconded by Commissioner Data to adopt the <br />Long Term Financial Plan by resolution. <br /> <br />Further Discussion: Commissioner Greenberg stated that the motion should be <br />amended to include that Paragraph 7.05.01 of the Charter is being amended. <br />Commissioner Lichter seconded the amendment to the motion. <br /> <br />Motion carried. Voting Yes: Chairman Heitman, Commissioners Bauerkemper, <br />Lichter, Greenberg and Data. Voting No: None. Absent: Commissioners <br />Gamec, Buchanan, Sieber and Titterud. <br /> <br />The Commission reviewed City Accountant's memo dated December 19, 1983 to <br />Charter Commission Chairman Heitman as it pertains to Charter draft, Revision <br />3, Page 5, Chapter 7, Section 7.09. <br /> <br />Motion by Commissioner Lichter and seconded by Commissioner Greenberg to amend <br />Section 7.09 as follows: <br /> <br />7.09 <br /> <br />Funds - There shall be maintained in the City Treasury a general fund <br />and such other funds as may be required by State Statute or ordinance. <br />City shall, by ordinance, create and abolish funds and shall define <br />which funds are eligible for interfund loans. The Council may, by <br />ordinance, make interfund loans as it may deem necessary and <br />appropriate. <br /> <br />Motion carried. Voting Yes: Chairman Heitman, Commissioners Bauerkemper, <br />Lichter, Greenberg and Data. Voting No: None.
