Commission consensus is that this charter provides opportunity, maybe forces, <br />council to listen to a different point of view. <br /> <br />Chairman Heitman summarized upcoming tasks to be accomplished by the Commission: <br /> <br />a. Receive and review Mr. Dorn's comments regarding the charter. <br /> <br />b. Incorporate results of the following into the charter draft: <br /> <br />1. December 8, 1983 Charter Commission meeting. <br /> <br />2. December 12, 1984 Charter Commission meeting. <br /> <br />3. Mr. Dorn's comments <br /> <br />c. Review charter for grammatical errors. <br /> <br />d. Review punchlist. <br /> <br />e. Submit charter to City for establishment of an election date. <br /> <br />Commission consensus is that another public informational meeting will be <br />held prior to the election. <br /> <br />Discussion ensued regarding what if changes to the charter should come about <br />during that interim of submission of the charter to the City and the election <br />date. <br /> <br />Susan Beale pointed out that any changes required could be made at the November, <br />1984 election, at very little cost to the City. <br /> <br />Commissioner Data pointed out that there will not be the OPPortunity for <br />flexibility again that the Commission has today. Any doubts should be <br />assuredly resolved prior to submitting the charter to the City. <br /> <br />Chairman Heitman stated that the charter can be recalled anytime prior to <br />the setting of an election date or it's first publication. <br /> <br />Commissioner Data inquired if the charter would be sumitted to the Attorney <br />General for his comments. <br /> <br />Chairman Heitman replied that the Attorney General's opiniom becomes legally <br />binding and they will not provide corrective action. <br /> <br />Commissioner Data stated the Commission should obtain Mr. Dorn's opinion <br />regarding submitting the charter to the Attorney General. <br /> <br />ADJOURNMENT <br /> <br />Motion by Commissioner Lichter and seconded by Commissioner Greenberg to adjourn <br />this regular meeting of the Ramsey Charter Commission. <br /> <br />Motion carried. Voting Yes: Chairman Heitman, commissioners Bauerkemper, <br />Lichter, Greenberg and Data. Voting No: None.
