Commissioner Sieber stated that 7.05.04 ties a lot of disconnected <br />projects together. Unless you tie them altogether, the City could <br />find itself over it's debt limit. <br /> <br />Chairman Heitman stated that the charter does not preclude that the <br />two can't be on the same report; it is assurance that the sum of the <br />parts is not greater than the whole. <br /> <br />Commissioner Greenberg brought up Mr. Schnelle's recommendation that <br />the charter specify Planning and Zoning be including in the development <br />of the Capital Improvement Program. <br /> <br />Commissioner Gamec stated it is not necessary to specify P & Z input <br />in the charter; it would be dumb for any council not to seek P & Z <br />input to the CIP. <br /> <br />Commissioner Sieber stated that putting the CIP in the hands of P & Z <br />dilutes power from the people who voted Council in and puts power in <br />the hands of a non-elected commission. <br /> <br />Commissioner Lichter brought out for rediscussion Mr. Burggraaff's <br />comments: 'language is too broad' and '5 year plan is bad, from a <br />negotiation standpoint, for the City' Commissioner Lichter brought <br />up City Accountant's recommendation to go with two years rather than <br />5 years on Public Service Program. <br /> <br />Commission read through and summarized the following sections: <br /> <br />7.05.02 - Public Service Program - Services City is or will be <br /> supplying in the future. <br /> <br />7.05.03 - C&pital Improvement Program - Describes facilities and <br /> projects necessary to support services required. <br /> <br />7.05.04 - Long Term Revenue Program - How services and facilities <br /> will be paid for. <br /> <br />7.05.05 - Capital Budget Program - Shall require a summary of <br /> projects and establish priority. <br /> <br />Commission consensus is that 7.05.05 could use a heading modification. <br /> <br />Commission consensus was to modify 7.05.05 as follows: Change the title <br />to Budget Summary Program. Replace the phrase 'the capital or money <br />requirements' with 'estimated revenues and expenditures as necessary'. <br /> <br />Lengthy discussion ensued regarding requiring 2 year plans versus 5 year <br />plans. There was some discussion that the public service program be <br />for 5 years; the first two years being detailed and the last three <br />years could be a projection based on inflation. <br /> <br />Motion by Commissioner Titterud and seconded by Commissioner Bauerkemper for a <br />recess. <br /> <br />Motion carried. Voting Yes: Chairman Heitman, Commissioners Bauerkemper, <br />Gamec, Titterud, Data, Lichter, Greenberg and Sieber.
