b) Commissioner Sieber To Give Charter Punchlist Preparation And Review - <br /> <br />Commissioner Sieber was absent. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: Discussion And Review Of Charter Chapter 3: <br /> <br />Commission consensus is to amend Chapter 3 as follows: <br /> <br />3.02.01. Precinct Liaison. Following the adoption of this Charter, a <br /> system of yearly rotating precinct liaison shall be established <br /> such that three of the four Councilmembers will each act as <br /> liaison for one of the three precincts for a period of one year. <br /> At no time shall the same Councilmember act as liaison for the <br /> same precinct furing his/her full four (40 year term, nor shall <br /> any Councilmember act as liaison to the city at large for a <br /> period longer than one year during his/her full four (4) year term. <br /> <br />3.02.02 <br /> <br />Precinct Boundaries. The precinct boundaries shall correspond <br />to those adopted and revised periodically by Council. There <br />shall be three (3) precincts and they shall approximate each <br />other in population. <br /> <br />3.02.03. <br /> <br />Precinct Liaison. Precinct liaison shall be required to hold a <br />minimum of two meetings per year with the taxpayers of that <br />precinct and notification of the meetings shall be published in <br />the City Newsletter in advance. <br /> <br />Commissioner Greenberg arrived at this time and Chairman Heitman informed him <br />of Sections 3.02.01, 3.02.02 and 3.02.03 which had just been adopted. <br /> <br />Case #2: Discussion And Review Of Charter Chapter 2: <br /> <br />Chairman Heitman stated that as a result of past discussions, he has added <br />wording to 2.02 limiting the number of members to boards and commissions to <br />nine (9). Commission members were in agreement. <br /> <br />Lengthy discussion ensued regarding requiring members of boards and commissions <br />be Ramsey residents. <br /> <br />Motion by Commissioner Lichter and seconded by Commissioner Bauerkemper to <br />amend Section 2.02 of the proposed Charter with 'All boards and commissions <br />shall consist of at least a 2/3 majority of Ramsey residents.' <br /> <br />Motion carried. Voting Yes: Chairman Heitman, Commissioners Bauerkemper, <br />Titterud, Lichter, Gamec and Greenberg. Voting No: None. Absent: Commissioners <br />Sieber, Buchanan and Data. <br /> <br />Motion by Commissioner Titterud and seconded by Commissioner Gamec for a recess. <br /> <br />Motion carried. Voting Yes: Chairman Heitman, Commissioners Bauerkemper, <br />Titterud, Lichter, Gamec and Greenberg. Voting No: None.
