c) Current Form Of Government Committee - Commissioner Gamec - <br /> <br /> No report at this time. <br /> <br />d) Charter Disadvantage Committee - Commissioner Titterud - <br /> <br /> Commissioner Titterud was absent. <br /> <br /> Commissioner brought up the fact that there has been discussion regarding <br /> sending a copy of the proposed charter to the League of Cities for <br /> their review and comments. <br /> <br /> Chairman Heitman replied that the Commission is approaching that point. <br />e) Outside Opinion Committee - Commissioner Bauerkemp.er - <br /> <br /> No report at this time. <br /> <br />Rules Committee - Chairman Heitman, Commissioners Greenberg and Lichter: <br /> <br />No report at this time. <br /> <br />4. Miscellaneous: <br /> <br />a) Commissioner Lichter To Give Summary Of Council And Other City Commission <br /> Meetings - <br /> <br />Commissioner Lichter referred to Council minutes dated October 25, 1983, <br />page 21, 10th paragraph and stated that he does not know what the <br />Charter Commission could do other than to meet with EDC to determine <br />what they see as potential problems in the charter. <br /> <br />Mr. Schnelle stated that EDC, at their last meeting, received copies <br />of the proposed charter draft, revision 3. Mr. Schnelle stated that <br />he pointed out to EDC that the proposed charter does not deny Tax <br />Increment Financing, but it could put a tax increment financing project <br />to a vote of the people and that approach would almost null and void <br />the project right there. A developer wishing to take advantage of <br />Tax Increment Financing would have to educate the public as to the <br />benefits of the project and that would cost money; a developer would <br />be hesitant to even start the project if he kn~w it could be put to <br />a vote of the people. Mr. Schnelle stated that he doubts a project <br />of this type would get a positive vote because the public would just <br />not be interested and their employment does not depend on that project <br />going through. Mr. Schnelle stated that he is in favor of Tax Increment <br />Financing because it shows a community putting trust in themselves. <br /> <br />b) Commissioner Sieber To Give Charter Punchlist Preparation And Review - <br /> <br /> Commissioner Sieber was absent. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: Discussion With Fiscal Consultants Regarding Fiscal Considerations And <br /> <br /> The Proposed City Charter: <br /> <br />Mr. Wayne Burggraaff - Stated he is with the firm of Evenson/Dodge, a financial <br /> <br />CC/November 10, 1983 <br /> Page 4 of 11 <br /> <br /> <br />
