Mr. Burggraaff referred to Long Term Revenue Program, and suggested this not <br />be included as part of the 5 year plan and noted that Long Term Revenue policies <br />are typically adopted by resolution. <br /> <br />Mr. Burggraaff referred to provisions for a city newsletter and noted that it <br />is a cumbersome task. <br /> <br />Commissioner B~uerkemper pointed out that only 4% of Ramsey's population <br />subscribes to the City's official newspaper. <br /> <br />Mr. Burggraaff referred to Section 7.06.02 and stated that it is not unusual <br />for a city to have to publish a layperson version of the budget, but this <br />particular requirement to do so two weeks prior to adoption may be difficult <br />to comply with considering Council has only 4 weeks total to work on the <br />budget. <br /> <br />Chairman Heitman stated that he gets the impression that a city's total budget <br />is prepared in 4 weeks and he can't understand why the city wouldn't be able <br />to prepare a long term plan. <br /> <br />City Accountant Moen noted that Staff is involved with the budget for a much <br />longer period of time, only Council is involved for 6 weeks. With the time <br />constraints involved in this section, I just don't know how it could be done. <br /> <br />Commissioner Bauerkemper stated that other cities are publishing their budget <br />summaries. <br /> <br />City Accountant Moen inquired as to what is meant by 'budget summary'? <br /> <br />Chairman Heitman stated that the Commission has gone from one point where they <br />are not supposed to define anything to the point where they should define to <br />the very end. <br /> <br />Commissioner Bauerkemper suggested that Council could define by ordinance <br />a 'budget summary'. <br /> <br />Mr. Burggraaff stated that anytime you start putting specific notice requirements <br />in the charter, you open up the potential for the city to be sued by someone <br />who says the city did not meet notice requirements or meet it adequately. <br />State law also has a lot of notice requirements and you want to be sur~ and <br />comply with those. <br /> <br />Commissioner Bauerkemper noted that a clause has been added to the charter <br />stated that failure to comply with the notice requirement will not invalidate <br />the budget. <br /> <br />Mr. Burggraaff stated that a charter is never going to be able to require in a <br />fairly specific, procedural way everything you want future councils to do in <br />the City of Ramsey. Suggest you just say that 'City Council shall make every <br />effort to make the proposed budget available to the people of the City.' <br />Then, if in the future, Council doesn't make any effort, the people can make <br />an issue out of it and these types of issues are important at election time. <br /> <br />Chairman Heitman inquired if Mr. Burggraaff sees elections as a check and <br />balance. <br /> <br />Mr. Burggraaff replied that he does. <br /> <br />CC/November 10, 1983 <br /> Page 6 of 11 <br /> <br /> <br />
