Commissioner Sieber stated that except forEDC, he would not have a problem <br />with requiring unanimous Ramsey residency. Serving on EDC should require <br />some connection with Ramsey, either by land owning or business. <br /> <br />Commissioner Lichter stated that in his opinion there are Ramsey residents <br />serving on EDC that should not be there and the City would have been better <br />off with outside expertise. <br /> <br />Commissioner Data stated that he is not in favor of requiring 100% Ramsey <br />residency for EDC. <br /> <br />Commissioner Gamec noted that as it stands now, the City has to search out <br />qualified personnel and he is not in favor of Commissioner Bauerkemper's <br />suggestions. <br /> <br />Commissioner Greenberg and Sieber are agreeable to Commissioner Bauerkemper's <br />suggestions. <br /> <br />Commissioner Lichter stated that a majority of EDC should be Ramsey residents <br />and other commissions should be made up 100% of Ramsey residents and agreeable <br />to a limit of 9 members. <br /> <br />Chairman Heitman stated that he is agreeable to Commissioner Bauerkemper's <br />suggestions. <br /> <br />Chapter 2.03 <br /> <br />Regarding 'at large' versus 'ward', Commissioner Bauerkemper stated that <br />she polled the same 8 cities and the majority have gone with a mix of <br />'at large' and ~,ward' <br /> <br />Commissioner Greenberg stated that he is opposed to changing the current <br />procedure. <br /> <br />Commissioner Sieber stated that wards do more harm than good; they could <br />cause you to lose good politicians; but people Commissioner Sieber has <br />talked to are in favor of wards so he will vote 'yes' to wards. <br /> <br />Commissioner Bauerkemper stated that she is in favor of wards because it <br />allows for more personal representation and ward representatives are <br />accountable to that ward and they will inform co-councilmembers for the <br />good of that ward. <br /> <br />Commissioner Gamec stated that he is not in favor of a ward system because <br />he would be losing control of two council persons. <br /> <br />Commissioner Lichter stated that he is not as strongly in favor of wards as <br />he used to be. What if the population density changes? <br /> <br />Commissioner Bauerkemper stated that the County sets up the princincts. <br /> <br />Commissioner Sieber stated that the charter could allow for reviewing of <br />ward boundaries. <br /> <br />Susan Beale - Stated that there are some negatives to wards, but she feels <br />overall, wards are best. <br /> <br />CC/October 27, 1983 <br /> Page 13 of 14 <br /> <br /> <br />
