CHAPTER 2: FORM OF GOVERNMENT <br /> <br />THERE HAVE BEEN NO CHANGES TO WHAT CURRENTLY EXISTS IN THE CITY OF RAMSEY. <br /> <br />OUR GOVERNMENT WILL REMAIN AS THE "MAYOR-COUNCIL PLAN" AS DEFINED BY MINNESOTA <br />STATUTES. <br /> <br />BOARDS AND COmmISSIONS: THIS SECTION REFLECTS THE PRINCIPLE THAT ALL POWER IS <br /> <br />VESTED IN THE CITY COUNCIL AND THAT POWER SHOULD NOT BE DILUTED BY OTHER BOARDS AND <br /> <br />COmmISSIONS. (THE BUCK STOPS HERE !111~!) <br /> <br />COUNCIL COMPOSITION AND ELECTION: THERE HAVE BEEN NO CHANGES TO WHAT CURRENTLY <br />EXISTS. THERE REMAINS 1 MAYOR ELECTED TO A 2 YEAR TERM; AND 4 COUNCIL~MBERS <br />E~ECTED TO STAGGERED 4 YEAR TERMS. <br /> <br />INCOMPATIBLE OFFICES: NO MEMBER OF THE COUNCIL CAN HOLD A MUNICIPAL OFFICE WHICH <br />THAT COUNCIL CREATED OR INCREASED COMPENSATION FOR, UNTIL 1 TEAR AFTER COMPLETING <br />HIS/HER TERM IN OFFICE. <br /> <br />VACANCIES: THIS SECTION DEFINES WHEN A VACANCY EXISTS AND THE REQUIRED CORRECTIVE <br />ACTION. <br /> <br />POWERS AND DUTIES OF THE MAYOR: THIS SECTION ESTABLISHES THE MAYOR AS THE HEAD OF <br />THE COUNCIL AND AS HAVING THE RESPONSIBILITY OF ACCEPTING LEADERSHIP OVER THE <br />CONDUCT OF CITY AFFAIRS. <br /> <br />SALARIES: THE MAYOR AND COUNCILMEMBERS SHALL RECEIVE COMPENSATION AS PRESCRIBED <br /> <br />BY LAW AND ANY INCREASES IN COMPENSATION ARE NOT EFFECTIVE UNTIL THE NEXT ELECTION. <br /> <br /> <br />
