Preparation Of Cha~ter 7, Section 7.09: <br /> <br />The Commission agreed to use Mounds View Chapter 7, Section 7.09 as a core <br />model for this section and in the first sentence to change the words <br />'State law' to 'Statute'. <br /> <br />Z. Preparation Of Charter 7, Section 7.10, Subdivision 1: <br /> <br />The Commission agreed to use Mounds View Chapter 7, Section 7.10, Subdivision <br />1 as a core model for this section and to change the words 'State law' to <br />'statute' .found in the first sentence. <br /> <br />AA. Preparation Of Charter 7, Section 7.10, subdivision 2: <br /> <br />The Commission agreed to use Mounds View Chapter 7, Section 7.10, Subdivision <br />2 as a core model for this section. <br /> <br />Commissioner Buchanan suggested adding a Subdivision 3 to Chapter 7, Section <br />7.10 as follows: 'City Council shall not, at any time, appropriate funds <br />for any proposed issue that has been submitted to the voters and defeated <br />by the voters without bringing that issue back to a vote of the people, unless <br />monies for that issue are to come from outside the City of Ramsey and are <br />specifically designated for that issue.' <br /> <br />A lengthy discussion ensued regarding a park bond for the development of <br />Central Park being voted down by the people and the methods now being <br />used by the City to develop that park. <br /> <br />Motion by Commissioner Sieber and seconded by Commissioner Lichter to adopt <br />Chapter 7, Section 7.10, Subdivisions 1 and 2 and that Section 7.10 shall <br />not include the proposed Subdivision 3, and that Section 7.10, Subdivisions <br />1 and 2 will be written using Mounds View Section 7.10, Subdivisions 1 and 2 <br />as a core model. <br /> <br />Voting Yes: Chairman Heitman, Commissioners Gamec, Lichter, Sieber, Titterud, <br />and Data. Voting No: Commissioners Bauerkemper and Buchanan. Absent: <br />Commissioner Greenberg. <br /> <br />Motion by Commissioner Sieber to create a special order for dealing with <br />this issue (proposed Subdivision 3 to Section 7.10) at the public hearing. <br /> <br />Commissioner Buchanan seconds the motion for further discussion. <br /> <br />Further Discussion: Commissioner Gamec suggested that RYAA be contacted <br />for input regarding this subject. <br /> <br />Motion carried. Voting Yes: Chairman Heitman, Commissioners Data, Titterud, <br />Sieber, Buchanan, Bauerkemper, Lichter and Gamec.
