Resume Preparation of Chapter 3, ~Qun¢it Procedures, Section 3.07: <br /> <br />The Commission agreed to use Mounds View Chapter 3, Section 3.07 as a core <br />model for this section. (Note: Further action taken in Item B below) <br /> <br />B. Preparation of Chapter 3, CounCil ProCedures, Section 3.08: <br /> <br />Commissioner Greenberg noted that there is a wording discrepancy between <br />the Minnesota League of Cities model and Mounds View's charter. <br /> <br />Commission consensus is to prepare Sections 3.07 and 3.08 as per the model <br />provided by the Minnesota League of Cities and changing clerk to clerk/ <br />administrator in Section 3.08 and adding the wording "read in full by <br />Council" to Section 3.07. <br /> <br />C. Preparation of Chapter 3, Council Procedures, Section 3.09: <br /> <br />Commissioner Sieber stated that he feels any ordinance passed by initiative <br />of the people should take effect immediately, or as specified, and this <br />issue could either be addressed in Chapter 3 or Chapter 5. <br /> <br />Commission consensus to to prepare Section 3.09 using Mounds View as a <br />model and adding the wording "passed by City Council" to the first sentence <br />of that section. <br /> <br />Motion by Commissioner Titterud and seconded by Commissioner Sieber for a 10 <br />minute recess. <br /> <br />Motion carried. Voting Yes: Commissioners Ti%terud, Sieber, Lichter, Bauerkemper, <br />Greenberg and Data. Voting No: Chairman Heitman.
