5. Outside O~inion Committee - Commissioner Bauerkemper: <br /> <br />Nothing to report at this time. <br /> <br />C. Rules Committee - Chairman Heitman, Commissioners Greenberg and Lichter: <br /> <br />Chairman Greenberg suggested that the Chairman of the Charter Commission <br />call for amendments and approval to the meeting agenda prior to the <br />actual Commission business in order to allow any last minute items for <br />discussion to be placed on the agenda. <br /> <br />Commission consensus is that Commissioner Greenberg's suggestion is <br />acceptable. <br /> <br />Chairman Heitman noted that on each agenda he does include "Introduction <br />Of Other New Business As Required" as the last order of business on <br />the agenda. Chairman Heitman also noted that Commission members should <br />contact him if they have items they want included in the agenda. <br /> <br />Commissioner Greenberg inquired as to the procedure that would be utilized <br />regarding the compiling and typing of the proposed charter as it is being <br />written. <br /> <br />Commission consensus is to develop a word processing capability, on a <br />voluntary basis, in the compilation and typing of the proposed charter. <br /> <br />The Commission then discussed what procedure would be used in the writing <br />of the proposed charter and the consensus was to proceed on a chapter-by- <br />chapter basis and that each chapter core would be derived from the <br />example chapters that have been provided to this Commission. <br /> <br />OLD BUSINESS <br /> <br />None. <br /> <br />NEW BUSINESS <br /> <br />A. Discussion And Preparation Of Charter Chapter 1 - Name, Boun~daries, and <br /> General Provisions: <br /> <br />The Commission used Mounds View Chapter 1 as a core model for this chapter. <br /> <br />B. Discussion And Preparation Of Charter Chapter 2 - Form Of Government: <br /> <br />The Commission used Mounds View Chapter 2 as a core model for this chapter. <br /> <br />Length discussion ensued regarding 'Boards and Commissions', Section 2.02. <br />It was pointed out that it would be difficult to delegate more authority <br />to Boards and Commissions because they are not elected; that Council is <br />elected to represent citizens and the citizens are trusting Council to <br />choose their advisors. <br /> <br />Motion by Commissioner Buchanan and seconded by Commissioner Lichter to <br />prepare Ramsey's proposed charter Chapter 2, Section 2.02 utilizing <br />Mounds View's Chapter 2, Section 2.02 as a core model, further to send <br />a copy of that section to all Ramsey commissions and request that these <br />Ramsey commissions provide their input regarding this section to the <br />Charter Commission for discussion at their meeting of September 8, 1983. <br /> <br />CC/July 28, 1983 <br /> Page 3 of 6 <br /> <br /> <br />
