Budget Committee - Commissioners Gamec and Bauerkemper: <br /> <br />Co~aissioner Bauerkemper surveyed 7 other cities regarding their Charter <br />Commission Budget. See attachment. <br /> <br />Commissioner Gamec submitted his proposed budget for the Ramsey Charter <br />Commission. See attachment. <br /> <br />There was a lot of discussion regarding Commissioner Gamee's proposed <br />budget and the Commission requested of Commissioner Gameca more detailed <br />breakdown of the budget regarding election costs, professional services, <br />and minimum legal requirements regarding election personnel. <br /> <br />Discussion ensued regarding the cost of printing the entire charter in <br />the legal newspaper and the Commission requested Commissioner Bauerkemper <br />again approach the Anoka County Union regarding this matter. <br /> <br />Commissioner Gamec stated that he attended the last EDC meeting, Council- <br />member Schlueter was present at that meeting, and while progress of the <br />Charter Commission was being discussed, she inquired if there were any <br />plans for a door-to-door campaign or city-wide mailing to inform the <br />public of the contents of the proposed charter. Commissioner Gamec stated <br />that if the Commission does have any plans of this sort, those costs <br />should also be included in the budget. <br /> <br />Commission consensus is that public hearing turn-out will determine whether <br />or not a door-to-door campaign is warranted and there is alsways the <br />possibility of using volunteers to inform the public. <br /> <br />Carolyn Thompson, reporter for the Anoka County Union, stated there would <br />be articles in the Union regarding Ramsey's Charter Commission and proposed <br />charter. Commissioner Gamec requested that Ms. Thompson check the number <br />of Ramsey subscriptions to the Union. <br /> <br />B. Information Committee: <br /> <br />1. Public Opinion Committee - Commissioners Sieber and Buchanan: <br /> <br />Commission Buchanan stated that he attended the July 5, 1983 meeting of <br />the Ramsey Planning and Zoning Commission and solicited their remarks <br />and feelings regarding a charter. Commissioner Buchanan further stated <br />that the overriding concern of the Planning Commission is that the <br />charter will be a one issue charter and that he assured the Commission <br />that it is not and that there doesn't seem to be any way that a charter <br />can keep sewer and water out of Ramsey. <br /> <br />Commissioner Buchanan also noted that P&Z inquired if there were any <br />way a charter could put more teeth into ordinance enforcement. <br /> <br />Commissioner Gamec stated that the large lots in Ramsey invite those <br />people with extra vehicles, boats~ etc. People move to Ramsey for the <br />rural country life and after they are here they don't want the tall <br />grass and weeds, a neighbors farm and horses or home occupations, just <br />what do the people want?
