CO[~ISSIO~ OLD BUSINESS <br /> <br />A. Clarification Of Insurance Coverage By City On Commission Members While On <br /> Commission Business: <br /> <br />Co~aissioner Gamec stated regarding liability insurance, the City's policy <br />covers any body of the City. With regard to liability suits, Commissioner <br />Gamec stated the grounds are very technical and that persons on a Commission <br />should refrain from smarting-off, that the citizens have more rights than the <br />person seated at a commission table. With regards to traffic accidents while <br />on Commission business, commission members are not covered by the City policy. <br /> <br />B. Results Of Discussions Between Commissioner Gamec And Cit~ Staff Personnel <br /> R~ay~ing The Post.ing Of Meeting Notices Of Charter Commission Meetings: <br /> <br />Commissioner Gamec stated that he has discussed the matter with City Staff and <br />suggested that Commission members contact Sheila Beyer when posting of meeting <br />notices is required. <br /> <br />C. Miscellaneous: <br /> <br />Commissioner Gamec brought up the fact that there is a lot of concern on the <br />part of bonding and fiscal agencies regarding how the charter will affect <br />financing, that it is a very touchy and complicated issue and would be very <br />difficult to explain to the voters, that it can't be understood until you have <br />worked with it for a long period of time and at times Council has to move fast <br />on financing issues. <br /> <br />Commissioner Buchanan requested Commissioner Gamec to explain "move fast on <br />financing issues." <br /> <br />Commissioner Gamec replied that it means acting when the interest market is <br />right. <br /> <br />Commissioner Buchanan inquired if sewer and water bonding would have been put <br />to a vote of the people. <br /> <br />Commissioner Sieber noted that the City does not have to go to an election for <br />bonding. <br /> <br />Commissioner Gamec stated that the levy limits are very tight in Ramsey, that <br />sewer and water bonding would require raising taxes which would require raising <br />levy limits and that would have to be put to a vote of the people. <br /> <br />CO~'IISSION NEW BUSINESS <br /> <br />A. Review Mr. Dorn's Monthly Statement For Legal Services: <br /> <br />No statement has been received. <br /> <br />B. Establish Distribution Point For the Distribution Of Charter Commission <br /> <br />Information Between Commission Members: <br /> <br />Commission consensus is that all information for distribution to Commission <br />members be turned into City Hall by the first and third Tuesday of the <br />month and Commissioner Bauerkemper will include that information with the <br />mailing of the previous minutes and upcoming agendas. <br /> <br />CC/July 14, 1983 <br /> Page 5 of 6 <br /> <br /> <br />
