Helpful on election cost estimates:(3 times our nonulation) Bl~ine has 12 precincts and 30,000 voters. They use 3 judges and paper ballots for special elections. Normal cost: under $4,000. Entire charter was revised in 1981. Cost for having it published in the legal newspaper : $532. The average costs for charter commission (they are still very active). .are under 8200-$30Oyearly. During last revision they'.~pent approx. $40 - office supplies, $138 - legal fees.. Does not have costs of charter writing, but the cha~ter has not caused special elections since he has been with the city. The only example of costs they could give was for a special election in 1973-1974. Cost: $1,000 -$1,200. Charter written for under $2,500. No breakdown of costs except for printing in legal paper: Anoka County Union - $454.80. To further cut costs of charter copies they Xeroxed 25 copies (for officials) and then bought 100 copies of theUnion in which charter appeared, cut the charter section out and used these for handing out to residents that asked for copies. No cost breakdown. Under $~,500. No attorney fees. Approximately $2,000. Feels we should try for getting it done between $3,000 and $5,000. She did say that they reduce it to 5-point tyne and charge approx. $320. for a full page.
