Mr. Goodrich stated that a permit fee is required, extensive <br />applications are to be filled out and submitted to the City <br />60 days prior to the event, agreements have to be entered into <br />(one of which is to address damage to adjacent property by way <br />of a $50,000 bond), liability insurance, clean up premises <br />within 72 hours, applicant fingerprinted and photographed and <br />Council setting limit on number of tickets sold for the event. <br /> <br />Mr. Brown stated that the "Trashmen'~ band was popular in the <br />early 1960's and will attract an older crowd of 35 years of <br />age and up. Mr. B~own stated that he hopes 700'800 tickets will <br />be sold for the event. Mr. Brown stated that he was informed <br />by Chief of Police Auspos on Friday, July 13, 1984 that there <br />are certain City procedures to be followed regarding music <br />festivals, he has reviewed the City Code and he cannot comply <br />with all the regulations -- particularly the $50,000 bond and <br />60 day filing time. Mr. Brown explained that the band tries to <br />put on two concerts a year; last year in Wayzata they drew a <br />crowd of 1200 and this year in Fairmont there were 1400 people <br />attending. Mr. Brown stated that a concert in Ramsey would be <br />doing good if it drew in 700-850 people. Mr. Brown stated that <br />the outdoor boxing matches at Jimmy B's draw in 850 people and <br />there have been no crowd control problems. The concert is <br />planned for the hours 7:00 p.m. to 12~00 p.m.; the area will be <br />fenced in and policed by members of his trap shooting team and <br />he has permission from Johnson's and McGregors for parking area. <br /> <br />Councilmember Schlueter stated that she has a real concern for <br />crowd control. <br /> <br />Mr. Goodrich suggested that Council require Mr~ Brown to provide <br />for off duty police officers on the pr~mises~ <br /> <br />Councilmember Schlueter stated that it does seem strange that a <br />businessman in the community would not check with the City <br />regarding any pertinent regulations prior to planning such an <br />event. <br /> <br />Mr. Brown stated that he does plan to have 500 chairs set up for <br />seating and a dance area provided. <br /> <br />Mr. Goodrich inquired as to Mr. Brown's insurance coverage. <br /> <br />Mr. Brown replied that he has $500,000 dram shot insurance and <br />$1,000,000 public liability insurance posted with the City. <br /> <br />Motion by Councilmember Van Wagner and seconded by Councilmember <br />Sorteberg to issue a music festival permit to Mr. James Brown <br />contingent upon Mr. Brown entering into an agreement with the <br />City and that agreement shall contain the following items: <br /> <br />Music Festival Date - July 26, 1984; Rain Date - July 28, <br />1984. <br /> <br />b.
