House Bill 366 would have exclusive <br />authority over oil and gas well siting, drilling, processing and storage. The <br />bill now heads to the House Judiciary Committee for consideration. <br />Source: Farmington Daily Times; www.daily-times.com <br />PENNSYLVANIA <br />A Penn Township zoning board is reportedly "reviewing plans for a <br />Marcellus Shale gas drilling operation at the eastern end of the township, <br />considering what is the first application for hydraulic fracturing since com- <br />missioners started revising their zoning laws late last year." A draft <br />ordinance, which has yet to be formally approved, requires the zoning board <br />to review applications for special exception permits for unconventional <br />drilling operations. <br />Source: Pittsburg Post -Gazette; http://powersource.post-gazette.com <br />SOUTH DAKOTA <br />A State House Committee has passed House Bill 1201, which would "al- <br />low county zoning boards to issue conditional -use permits on a simple ma- <br />jority vote if that county chooses to change the rules." Currently, such <br />permits require a two-thirds majority. The bill is reportedly "designed to <br />make it easier to permit large-scale feedlots" in the state, but would affect <br />permitting for a wide variety of development projects.
