April 10, 2015 1 Volume 9 1 Issue 7 Zoning Bulletin <br />NEW JERSEY <br />In early February, Governor Chris Christie signed a "controversial bill <br />that would fundamentally change planning and development in the <br />Meadowlands district, merging two regional agencies and placing the <br />new entity in charge of Liberty State Park." "The Hackensack Meadow- <br />lands Agency Consolidation Act (S2490) combines the New Jersey <br />Meadowlands Commission and New Jersey Sports and Exposition <br />Authority. The merged agency will be called the Meadowlands Regional <br />Commission. The legislation also effectively eliminates a regional tax - <br />sharing plan . . . , replacing it with a hotel tax." <br />Source: NJ.com; www.nj.com <br />SOUTH DAKOTA <br />The state House of Representatives have approved House Bill 1201, <br />which would reduce the threshold for conditional -use permit decisions, <br />allowing approval by a majority of board members present (simple major- <br />ity) rather than a majority of the full board (two-thirds vote). The bill <br />would also allow a county or municipality to adopt a certification process <br />for conditional uses. Reportedly, HB 1201 would make it easier for coun- <br />ties with zoning ordinances to allow confined livestock operations that <br />have over 1,000 head of livestock and other conditional uses.
