Note: Cities and townships that accrue more than the maximum points in this category will receive only <br />the maximum points. <br />This category is intended to capture larger scale rehabilitation and preservation projects (and is <br />typically a single project under common ownership, management, and financing). Single-family <br />rehabilitation loan programs—where each household served represents a unique real estate <br />transaction—should be covered in the Housing Programs and Policies category. <br />Housing Programs andPolicies (0-25 Points) <br />This category captures information on housing efforts that may be less direct or less costly than direct <br />support for new development or major rehabilitation projects. Local programs and activities, or <br />participation in other government programs, are important to the degree that the programs are used to <br />benefit low- and moderate-income households. <br />Under this category, the following points will be awarded to activities over the last five years: <br />Each locally funded and administered housing program <br />Each housing program operated by a nonprofit organization receiving a local <br />2 points each <br />financial contribution to administer the program (examples include single family <br />rehabilitation loan programs, rental assistance programs, housing counseling <br />program/services, etc.) <br />Adopting/administering a rental licensing program <br />Demonstrable efforts to improve/preserve unsubsidized affordable housing <br />Conducting a land inventory or maintaining a land bank for affordable housing3 points each <br />Adopting/administeringan Accessory Dwelling Unit (ADU) ordinance <br />Adopting and enforcing local Fair Housing policies <br />Covering all or a portion of administrative expenses incurred in connection with <br />administering/participating in a federal, state, or county program (i.e., the difference <br />between costs incurred and the reimbursement from the federal, state, or county <br />government for administering the program) <br />Providing financial resources to support a Community Land Trust (CLT) active in the <br />city <br />1.5 points each <br />Participation (as a lender or administrator) in the Minnesota Housing Rehabilitation <br />Loan, Emergency Loan, and/or the Community Fix-Up program(s) <br />A successful application to the Minnesota Housing Single Family Impact Fund for <br />activities other than new construction or rehabilitation (those activities should be <br />counted in the New Construction and Substantial Rehab/Preservation categories) <br />Each household served under a city, county, or Minnesota Housing program defined 0.05 point <br />aboveeach <br />Note: Cities and townships that accrue more than the maximum points in this category will receive only <br />the maximum points. <br />Page - 52|METROPOLITAN COUNCIL <br /> <br />
