<br />essential components of an AI
<br />include:
<br />Reviewing the state’s or
<br />the entitlement
<br />jurisdiction’s laws,
<br />regulations and
<br />administrative policies,
<br />procedures, and practices.
<br />Assessing of how those
<br />laws affect the location,
<br />availability, and
<br />accessibility of housing.
<br />Evaluating of conditions,
<br />public and private, affecting
<br />fair housing choice for all
<br />protected classes.
<br />Assessing of the availability
<br />of affordable, accessible
<br />housing in a range of unit
<br />sizes.
<br />The FHIC has produced anAIsin
<br />2001,and2009, and is preparing the 2014 AI2015 (for 2014). The 2014AI is expected tocoversthe
<br />jurisdictions receiving direct funding from HUD—that is, the cities of Bloomington, Coon Rapids, Eden
<br />Prairie, Minneapolis, Minnetonka, Plymouth, Saint Paul and Woodbury, as well as Anoka, Dakota,
<br />Hennepin, Ramsey and Washington counties. In addition to the thirteen entitlement jurisdictions, the
<br />Carver County Community Development Agency, the Scott County Community Development Agency,
<br />and the Metropolitan Council participated in and helped fund the AI to ensure that the process
<br />encompassed all seven counties of the metropolitan area. (The Council itself does not receive either
<br />CDBG or HOME dollars and is therefore not required to complete an AI. However, the Council
<br />contributes funding, participation, and technical support to the work of the FHIC to identify and develop
<br />strategies that address impediments to fair housing in the region.) To date, the Carver and Scott
<br />Community Development Agencies have also expressed interest in their counties signing onto the 2014
<br />AI to create a complete seven-county area regional perspective.

<br />The Need attempts to provide the most objective, accurate prediction possible of the number of new
<br />low- and moderate-income households that will need affordable housing without considering the cost
<br />of, resources available,for,or barriers to building that housing. Looking ahead, the Council forecasts
<br />that between 2020 and 2030, our region will add 37,400 low- and moderate-income households thatwill
