In <br /> <br />the proposed findings on page 4, the last two lines read as <br />follows, "Many nearby residents expressed serious concern and <br />anxiety about water contamination." These concerns and <br /> <br />anxieties, however, and others expressed throughout the hearings <br />in opposition to Waste Management'~ request are ungrounded in <br />fact before the Planning and Zoning Commission or the City of <br />Ramsey City Council. In addition, the evidence of Mr. Robert <br />Boblett, whose testimony is incorporated in the findings on page <br />7 and 8, was given without examining the operational plans <br />proposed by Waste Management for the conditional use permit° His <br />conclusions, therefore, have no relevance to the plans of Waste <br />Management as proposed. <br /> <br /> The proposed findings also assert, on page 9, that the expert <br />appraiser retained by Waste Management, Mr. Brad Bjorklund, <br />stated that noise would cause a reduction in values of nearby <br />properties. This, in fact, is a misstatement and a false <br />conclusion from his testimony. At the public hearing on June 25, <br />Mr. Roger Berres, attorney for Waste Management, questioned Mr. <br />Bjorklund as follows: <br /> <br /> Roger Berres: <br /> <br />Thank you M~. Bjorklund. Very quickly if I <br />may, as to the proposed development %o the <br />south for which a conditional use permit is <br />being requested, your judgment is that there <br />will be no substantial diminution or <br />impairment of property values within the area <br /> <br />-2- <br /> <br /> <br />
