Reconstructing Jarvis Street in 2015 fits well with the current list of CIP projects including the reconstruction of <br />Andie Street and 164th Lane in 2016. This is because access to 164th Lane will be required from Jarvis Street while <br />reconstructing 164th Lane, so reconstructing Jarvis Street in 2016 would not allow for such access. <br />The Feasibility Report proposes to use special assessments to benefiting properties to fund a portion of the proposed <br />improvements. The use of special assessments must conform to the requirements set forth in State Statute Chapter <br />429, the City Charter, City code, and the recently adopted Special Assessments Policy. In order for the City of <br />Ramsey to meet the project schedule as proposed by the City of Elk River in their Feasibility Report, the public <br />process deadlines must be strictly followed as listed in the attached City of Ramsey Feasibility Report. <br />The City of Elk River has been working with their consultant, Bolton & Menk, Inc., to prepare final plans and <br />specifications for this project. Staff received a set of 90% plans on February 3rd and is in the process of reviewing <br />the plans. During our review we have noted several items that will need to be discussed with Elk River and their <br />consultant which could impact project costs, though likely not significantly. <br />Per the proposed project schedule in the Feasibility Report, a public information meeting will be held on February <br />18 th, 2015 for the purpose of soliciting public input on the project prior to the Public Hearing, if ordered. Staff will <br />mail meeting invitation letters to the 10 property owners that are proposed to be specially assessed for the <br />improvements. <br />City staff has requested that this item be added to the Lower Rum River Watershed Management Organization <br />agenda for the February 19 th LRRWMO Board meeting. This will allow staff to determine if additional stormwater <br />ponding will be required to account for the proposed widening of the road, which could impact the project costs. <br />According to the attached Feasibility Report, this project is necessary, feasible, and cost-effective from an <br />engineering standpoint, and can be constructed as proposed herein. <br />Alternatives: <br />Alternative Action #1 — Motion to adopt Resolution #15-02-035 accepting the Feasibility Report and ordering a <br />Public Hearing for the Jarvis Street Reconstruction and Railroad Crossing Quiet Zone Improvements; City <br />Improvement Project #15-20, as proposed by staff. <br />Alternative Action #2 — Motion to adopt Resolution #15-02-035 accepting the Feasibility Report and ordering a <br />Public Hearing for the Jarvis Street Reconstruction and Railroad Crossing Quiet Zone Improvements; City <br />Improvement Project #15-20, with modifications as follows: <br />Alternative Action #3 — Motion to deny adoption of Resolution #15-02-035 at this time. <br />Funding Source: <br />The Feasibility Report was completed in-house as part of staff's regular duties. <br />Based on Elk River's estimated cost -share information attached, the City of Ramsey's share of the project costs <br />totals $920,305.50, although this number may change slightly based on staff's review of the plans and following <br />discussion of the project with the LRRWMO on February 10. This estimated cost accounts for 50% of the costs <br />for reconstructing the shared segment of Jarvis Street and the required railroad crossing quiet zone improvements. <br />The City of Elk River is agreeable to paying the City of Ramsey's share of the costs up -front with an interest-free <br />payback period of 3 -years for calendar years 2016, 2017, and 2018. <br />Elk River's estimated costs include 10% contingency costs plus 10% indirect costs for administrative, engineering <br />and legal costs. No costs are proposed for temporary easements. <br />This improvement project, which is listed in the City's current 5 -year Capital Improvement Plan, is proposed to be <br />funded using a mix of Public Improvement Revolving (PIR) funds, special assessments, and stormwater utility <br />funds. <br />
