Mr. Wirz stated that last year was the first year Ramsey raised commercial
property valuation since 1981 assessments, which were made in 1980. Even
with subsequent increases made by the City on commercial property, the City
is still 8.9% behind what Marshall/Swift is recommending.

Councilmember Sorteberg suggested that the increase be left at or below the
rate of inflation.

Mr. Arnie Cox - Stated that Ramsey commercial property should not be
compared to that property located in prime areas of the 7 county metro
area. Ramsey needs all the tax base it can get and we continue to stretch
the burden onto our commercial properties who are operating at a severe tax
disadvantage because they are expected to be taxed comparable to those in
prime areas with no consideration given to depressed sales and business
viability.

Mayor Gamec stated that he feels that a 5% increase would be the maximum he
would go for.

Motion by Councilmember Reimann and seconded by Councilmember Sorteberg to
table this issue until Council meeting scheduled for November 27, 1984 and
that Mr. Wirz provide Council with written input regarding this matter of
commercial property valuation.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg,
Reimann, Schlueter and Van Wagner. Voting No: None.

APPRQV6L OF AGENDA

Motion by Councilmember Van Wagner and seconded by Councilmember Reimann to
approve the agenda and addendum to the agenda as submitted.

Motion carried. Regarding Request For Incre~se..In
~Density_ By Developer:

Council consensus was to dispense with the reading of the proposed
resolution.

Motion by Councilmember Van Wagner and seconded by Councilmember Reimann to
adopt Resolution #84-224 which recommends that the (3) additional
residential lots to the Rum River Hills P.U.D. is consistent with the
City's Comprehensive Plan for the rural area residential zoning. (Please
refer to resolution file for Resolution #84-224).

Further Discussion: Councilmember Schlueter inquired if Mr. Ryan at Metro
Council has reviewed the propsed density change of 1 in 10 acres to 1 in 6-
1/2 acres. Mr. Schnelle replied that Mr. Ryan is no longer at Metro
Council but the plans will be hand delivered to the Metro Council tomorrow.
Councilmember Schlueter stated that she has negative feelings; intent of
